LYON COUNTY TREASURER AND MOTOR VEHICLE - is seeking a Motor Vehicle Clerk II. This is a non-exempt position starting at $17.00 per hour, with full-time County benefits. The employee serving in this position performs a variety of accounting, clerical and title functions. They assure the accurate processing of motor vehicle titles and registrations with the appropriate documentation and recording of the same. This job typically involves Kansas Laws and regulations governing the registration of motor vehicles complying with all laws and regulations set forth by state. Successful candidates will be required to pass pre-employment post offer physical, drug screen, work screen and background check.
Qualifications:
- Requires Class C Driver’s License
- Required high school diploma, G.E.D. or equivalent
- Must have the ability to receive, interpret and follow verbal and written instructions. Required to read, write and speak English fluently with the ability to speak a foreign language helpful. Must have or acquire knowledge relating to the statutory requirements regarding the office of the County Treasurer.

JOB SUMMARY:This is a non-exempt position. The employee serving in this position performs a variety of accounting, clerical and title functions. This employee assures the accurate processing of motor vehicle titles, registrations, with the appropriate documentation and recording of the same. Motor Vehicle typically involves Kansas Laws and regulations governing the registration of motor vehicles complying with all laws and regulations set forth by the State.
The roles, responsibilities, job functions, knowledge, skills and abilities set forth herein may be revised from time-to-time in order to comply with federal and state laws, departmental needs and the changing requirements for this position.
II. ESSENTIAL FUNCTIONS:
a. Receive and account for payments of vehicle registrations received in the office.
b. Prepare original title applications, including but not limited to processing registration renewals, replacement tags, title and tag transfers, lost of stolen plates, decals or both, personalized plate applications or exchange for same, handicapped application plates or placards, processing temporary permits, quarterly payment applications (Commercial Vehicles), secured title applications, special plate applications, repossession titles, liens, decedent affidavits and specially constructed vehicles.
c. Make refund applications to customers selling or disposing of vehicle in advance of vehicle tag expiration date.
d. Answer phone and assist in returning phone messages.
e. Balance individual cash drawer daily.
f. Check to make sure there are no unpaid personal property taxes due before processing any motor vehicle work.
g. Performs other accounting and clerical duties as assigned by supervisor or department head.
h. Duty to maintain a positive work atmosphere by acting and communicating in a manner so that employee gets along with customers, citizens, coworkers and management.
i. Being pleasant, respectful and civil with others on the job and displaying a good-natured, cooperative attitude.
j. Maintaining composure, keeping emotions in check, controlling anger, and avoiding aggressive behavior, even in very difficult situations.
k. Obligation to be reliable, responsible, dependable, and fulfill duties.
l. Must show up for work on a regular and predictable basis as scheduled.
III. MARGINAL FUNCTIONS:
a. May be assigned to perform duties in Treasurer’s office, or other departments outside the Treasurer or Motor Vehicle divisions to assist in time of peak workloads or staffing shortages.
b. Perform duties as needed upon request of department head.
c. May be required to attend educational or training courses or seminars.
d. Back up Cash, Reports, Mail jobs as needed.
i. Cash Job: Balance all money from previous day against individual reports and motor vehicle system and balance sales tax. The first working day of each month process sales tax for the month for the State. Does first title check.
ii. Reports: Consolidate money in motor vehicle system, run reports, process EFT to State, balance an ATCi system, second title check and approve titles in MOVRS.
iii. Mail: Process all mail and web tags.
e. May be required to participate for 2-3 years in the WorkWellKS training seminars and the Lyon County, Kansas Wellness Team roles as: Convener, Facilitator, Secretary, Communications/Promotion, Liaison to the Executive, Meaningful Employee Engager, Event Planner, Benefits Liaison, Data Liaison, and/or Facilities.
IV. QUALIFICATIONS:
a. Requires valid driver’s license.
b. Must be Bondable.
c. EXPERIENCE: Two years of general office/clerical experience required. Experience should include duties involving clerical, bookkeeping and data processing. Persons in this job are expected to have acquired sufficient knowledge and experience to be performing at a competent level after 6 months on the job.
d. EDUCATION: High school diploma, G.E.D. or equivalent required.
e. KNOWLEDGE: Acquire knowledge of statutory requirements pertaining to the office of the County Treasurer and the Motor Vehicle Division. A working knowledge of accounting principles practices and must have the ability to receive and follow verbal and written instructions. Required to read, write and speak English fluently with the ability to speak a foreign language helpful.
f. SKILLS:
i. Ability to deal effectively with taxpayers on both a verbal and written basis.
ii. Operate typewriter, calculator, computer, fax machine, copy machine and other office machines.
iii. Problem Solving: Must have ability to solve practical problems involving a mix of variables.
iv. Decision Making: Limited decision making occurs in this position. Duties follow prescribed policies and procedures set forth by the State of Kansas, MV Supervisor and Treasurer.
v. Supervisory: Not applicable.
vi. Financial/Budgetary Accountability: Substantial responsibilities for handling funds. No budgetary responsibility.
vii. Interpersonal: Frequent contact with the public, other County departments and employees requiring tactful and effective communication skills.
viii. Working Conditions: No adverse working conditions exist in this position but may be required to work overtime.
ix. Physical Requirements: Store and retrieve documents and cartons weighing 25 pounds extending from floor level to 72 inches in height. Requires sufficient level of visual activity to read, write and operate office equipment. Requires sufficient hearing level to deal with the public and communicate with others directly or by telephone.
