Department Overview:
The graduate student hired for this position will be hired as an OHSU Student Worker and then will placed with the Oregon Health Authority (OHA)’s Health Security, Preparedness and Response (HSPR) program. This program develops public health systems to prepare for and respond to major, acute threats and emergencies that impact the health of people in Oregon. The title of the role while at HSPR is “Public Health Preparedness Planner-Public Information and Warning.” Function/Duties of Position:

Duties and Tasks associated with this role:
- Assist in the development of disaster preparedness and response website re-design project in which:
- Key program audiences have been identified
- Proposed tasks are outlined
- Proposed timelines established
- Key internal and external partners have been identified
- Resources and constraints are outlined
- Tailor cloud-based project management template using Smartsheet
- Evaluate, develop, update, or propose public health crisis and emergency risk communication content
- Assist with data entry and analysis
- Support writing, copyediting risk communication content
- Support process mapping and project sustainability by taking notes at meetings and building how-to guides
- Support and follow up on administrative processes associated with maintaining an accurate and up to date digital and print library of public health disaster preparedness resources.
- Other tasks and duties as assigned to support public information and warning functions of the program.
Relevant guidance and training will be provided by an OHA supervisor and the School of Public Health (SPH) Public Health Practice Team (PHPT) leadership team. The Public Health Preparedness Planner will be expected to attend training sessions and meetings required by OHA as well as regularly scheduled meetings with SPH/PHPT leadership team. The Public Health Preparedness Planner will also be expected to regularly report to OHA/HSPR supervisor, SPH/PHPT faculty supervisor, and SPH/PHPT leadership team to ensure adherence to OHA and SPH standards. The position must adhere to confidentiality and privacy polices related to any sensitive or confidential data, documentation or other information.
Required Qualifications:
- Enrolled in or on vacation from or is otherwise registered in a graduate program, minimum 4.5 credit hours
- Strong teamwork skills
- Strong verbal & written communication skills
- Detail orientation
- Close adherence to regulations guiding storage and transfer of protected health information
- Responsiveness to feedback
- Comfortable with phone conversations
- Able to maintain composure and remain task-oriented during times of crisis (e.g., health disasters)
- Commitment to the principles of health equity and desire to implement them in work operations
- Graduate student within the OHSU-PSU School of Public Health
- Graduate level student with one or more of the following:
- An undergraduate degree in public health, risk communication, health promotion/education, health policy and management, marketing, communications, cognitive science, disaster response, epidemiology or a related field
- Experience working at a public health department, marketing/public relations firm or serving as a public information officer
- Experience working with or producing risk communication, health education or disaster preparedness and response materials and content
- Experience designing websites with multiple pages
- Experience in developing accessible, linguistically or culturally inclusive communication or other equity-informed work
- Knowledge of Crisis and Emergency Risk Communication (CERC)
- Ability to convey scientific information in plain language
- Understands basic concepts of health behaviors
- Understands basic concepts of human- centered design
- Ability to use Word, Adobe, SharePoint and Smartsheet, Outlook effectively
- Graphic design, marketing
- HTML
- Familiarity with YouTube, Facebook, Twitter, LinkedIn
- Ability to navigate complex situations and difficult conversations
- Candidates must be able to commit to working through June 30, 2023 (at which time an extension may be offered by HSPR; if offered the student can accept or decline the extension).
- Hours will generally be between 20-24 per week. Note: Most work hours should fall within a standard 8am-5pm workday and Monday – Friday work week. Once established, the schedule may be occasionally flexed, upon mutual agreement.
- Work will be hybrid. It will mostly be done remotely, with possible occasional in-person portions (which will be at the Portland State Office Building or at offsite training locations).
