Job description
The Los Alamos National Laboratory (LANL) Nevada Programs Office (NPO) is seeking an experienced leader to serve as a LANL Joint Laboratory Office Nevada (JLON) Operations Manager (OM). Reporting to the LANL JLON Manager, the OM will interface with the Nevada National Security Site (NNSS) Management and Operations (M&O) Contractor's Facility and Functional Managers (FMs) and the Nuclear Weapons Laboratories (NWLs), LANL and LLNL, line and program organizations that conduct experimental programmatic work at the NNSS facilities.
The OM will serve as a holder of the NWL operational envelopes ("Secondary Real Estate Operating Permits") and is responsible for ensuring that experimental programmatic work conducted in the NNSS facilities under that permit are within the operational envelop. You will be responsible for working with the M&O contractor representatives to develop technical basis required to ensure required programmatic work falls within the approved operational envelop.
You will work with program representatives, the on-site programmatic coordinators, and on-site NWL permanent party line management to ensure that NNSS facilities are configured, operated, and maintained as required to support NWL experimental programmatic operations. You will also be responsible for facilitating a Plan of the Day meeting, manage an integrated schedule, and work with JLON support staff to coordinate operational support and ensure a comprehensive understanding exists regarding which safety management programs are in effect.
Working with the JLON Manager and the Responsible Line Managers (RLMs), support the authorization and execution of work in a safe, secure, and compliant a manner.
This position has a permanent duty station at the Nevada National Security Site (NNSS) located in Mercury, Nevada, approximately 60 miles north of Las Vegas, NV. The selectd candidate will be expected to relocate to Nevada within 6 months of start date. Extensions to the relocation timeline may be submitted to the hiring manager for consideration.
What You Need
Minimum Job Requirements:
Knowledge and Expertise: Demonstrated technical knowledge and experience with the DOE Explosives Safety Program and Regulations, the DOE Nuclear Safety Programs and Regulations, Experimental and/or Research & Development (R&D) operations, and NNSA Safety Management Programs. Demonstrated expertise identifying facility and operational hazards associated with conducting experimental work, formal conduct of operations, and configuration management. Knowledge of security policies including classified or sensitive media.
Collaboration: Experience working with multidisciplinary teams across multiple organizations with a wide variety of organizational requirements to achieve a common objective. Demonstrated experience in developing and nurturing effective external and internal customer relationships. Demonstrated experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
Operational Acumen: Demonstrated knowledge of requirements for Integrated Safety Management, Formality of Operations, and Safety Basis. Demonstrated ability to oversee explosives facility operations, intentional firing operations, and safety program implementation. Demonstrated experience in implementation of Conduct of Operations, Engineering, Maintenance, and Training program.
Communication & Program Management: Demonstrated excellent oral and written communication and presentation skills. Demonstrated experience in program/project management, including defining working scope, schedules, budgets, resource management, and de-confliction of work.
Education: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Advanced technical degree is preferred.
Desired Qualifications:
- Operational knowledge of the LANL Weapons Program and Global Security Program experimental programmatic work at the NNSS.
- Knowledge of and working familiarity of NNSS nuclear facilities, high explosive facilities to include regulatory compliance, authorization basis, safety basis, and Real-Estate Operating Permits (REOPs).
- Knowledge of Nevada Field Office Orders governing work at the NNSS.
- Demonstrated successful experience interacting/interacting with DOE field offices.
- Experience working across the National Security Enterprise (NSE) sites to meet mission objectives
- Knowledge of LANL Institutional policies and procedures.
- Active Q clearance preferred
- HRP endorsed

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
