Personnel Security Specialist I

The Department of Justice (DOJ), Justice Management Division (JMD), Security and Emergency Planning Staff (SEPS), Personnel Security Group (PERSG) requires security processing support services, to include, but not limited to technical programs, intake, and adjudications. The office is located at 145 N Street NE, Suite 2W.507, Washington, DC and is also referred to as the 2CON Building. The mission of PERSG is to ensure that only trustworthy and reliable employees and contractors, who have been determined to be of good conduct and character, and who possess complete and unswerving loyalty to the United States, are permitted access to DOJ information, IT systems, facilities and/or national security information.

The Personnel Security Specialist I services are required to provide support for the Intake, Adjudications and Policy Branches. The services are in support of the processing of personnel security requests for DOJ personnel, such as, but not limited to, employees, contractors, and volunteers. The Contractor shall receive, review, and distribute personnel security materials for DOJ personnel, to include classified investigative files, security questionnaires, and any other forms required to process personnel for access to DOJ information, IT systems, facilities and/or national security information.

Responsibilities will include, but are not limited to;

  • Provide clerical assistance for the handling, control, logging, and status- tracking, filing, and disposition of background investigation reports.
  • Provide regular reports of security related activities and events; and perform Security Processing and Adjudications Support Services personnel security support functions and assist with fingerprinting (includes scanning fingerprints into LiveScan), initiation of background investigations, requesting additional information, and clearance verifications.
  • Review background investigation reports and provide assessments of their adequacy, accuracy, and completeness considering relevant security guidelines.
  • Determine the adequacy and completeness of background investigations and develop or collect data/information.
  • Evaluate the authenticity, veracity, and pertinence of data/documentation obtained from a variety of sources.
  • Request additional investigative actions or develop usable information as needed to render a well-informed decision.
  • Create cases in the personnel security database, Justice Security Tracking and Adjudication Record System (JSTARS):
  • Entering the correct information into JSTARS and creating the appropriate processing activity to ensure proper routing of the case.
  • Uploading all documents to the correct JSTARS case document tab.
  • Filing, classifying, and retrieving program related materials and technical documents in JSTARS.
  • Entering separation dates and forwarding cases of separated personnel to the Awaiting Destruction Shelf.
  • Performing data entry duties pertaining to the personnel security processes.
  • Processing requests for additional information on security packages and following up on correspondence received.
  • Using the Office of Personnel Management (OPM's) Electronic Questionnaires for Investigative Processing (eQIP) system, or its successor, to review security forms for DOJ applicants or existing personnel and uploading them to JSTARS. Uploading applicable documents into eQIP, such as fingerprint results.
  • Conducting investigative checks such as but not limited to PIPS/CVS checks, credit checks, FBI fingerprint checks, FBI Name Checks, NCIC checks, and selective service registration checks.
  • Answering general security processing inquiries and forwarding complex inquiries to the appropriate Personnel Security Specialist.
  • Preparing memoranda, reports, and other reference documents.
  • Advising the Personnel Security Specialist when a candidate has failed to provide the requested information.
  • Reviewing monthly organizational reports for data integrity, assisting with data reconciliation as required.
  • Properly safeguarding sensitive information to include, but not limited to, Privacy Act Protected Information, Personally Identifiable Information (PII), and Classified National Security Information.

Basic Qualifications

  • Active Secret clearance required
  • High School Diploma
  • Ability to report on site in Washington, DC.
  • At a minimum must have at least two (2) years verifiable experience of working in the Personnel Security field within a federal agency or federal contracting company.
  • At a minimum must have at two (2) years of verifiable experience entering and reviewing information within eQIP.
  • One (1) year of verifiable work experience with the Justice Security Tracking and Adjudication Record System (JSTARS) is highly desirable.
