Purpose of Classification:

The purpose of this classification is to plan, direct and oversee the operations and staff of the Police Department.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manage, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Provides professional advice regarding law enforcement, crime prevention, and related public safety issues and concerns: receives and processes sensitive, complex, and confidential material and information; apprises City administrators and elected officials of issues, problems, and opportunities relating to public safety; advises and counsels City officials and employees regarding law enforcement procedures, methods, and activities; and makes presentations to the City Council.

Develops long- and short-term goals, plans, and objectives for the department: researches, assesses and meets current and future community law enforcement needs; evaluates workforce deployment, equipment use, and community relations programs; and implements needed changes, modifications and/or enhancements.

Develops, implements, and updates department policies and procedures: formulates and develops work methods and practices, policies, standard operating procedures, training programs, and general orders; monitors implementation of departmental rules and regulations; updates departmental guidelines according to changes in local, state, or federal legislation; and oversees training programs.

Develops, defends, and implements department budget: determines budget allocations for staffing, equipment and capital improvement needs; coordinates with command staff regarding unit budgets; monitors expenditures and revenues to ensure compliance with approved budget; approves expenditures; and maintains related documentation.

Directs the enforcement of all applicable traffic and criminal codes, ordinances, laws and regulations in order to protect life and property, prevent crime, and promote security: supervises subordinates in the performance of law enforcement duties; interprets legal statutes, codes, ordinances and assists in enforcement prosecution; and supervises record management and prepares related reports.

Ensures adherence to department policies and established safety procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations; and administers discipline for violations as needed.

Receives daily briefings from command staff regarding department activities, intelligence and investigations: oversees high profile criminal investigations; provides consultation and professional or technical expertise regarding the same; participates in court activities; and testifies in judicial proceedings, as needed.

Performs public relations duties: represents the department and the City at various functions and meetings; attends City Council meetings, ceremonies, dedications, and other events; makes speeches or presentations; and provides information regarding law enforcement, crime prevention, and related public safety plans, projects, issues and concerns.

Performs command functions at major accidents, emergencies, and disasters: responds to, assesses, and contains scene; assigns personnel; delegates responsibilities; and coordinates with other divisions or agencies.

Maintains a comprehensive, current knowledge of applicable policies, procedures, regulations, codes, and criminal/civil case law: maintains an awareness of new technology, products, trends, and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops, seminars, and training sessions as appropriate.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with City officials, City Administrator, other City employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

Bachelor’s Degree in Criminal Justice, Public Administration, or related field required; supplemented by seven years of progressively responsible experience in law enforcement administration, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license. Must possess and maintain a valid Law Enforcement certification from South Carolina Criminal Justice Academy (SCCJA). May be required to obtain or maintain additional certifications.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Performance Aptitudes:

Data Utilization: Requires the ability to synthesize, hypothesize, and/or theorize concerning data involving modification of existing policies, strategies and/or methods to meet unique or unusual conditions. Requires the ability to do so within the context of existing organizational theories and management principles.

Human Interaction: Requires the ability to function in a director capacity for a major organizational unit requiring significant internal and external interaction.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable, such as incident reports, budget and financial documentation, crime statistics and data, Council reports, employee performance evaluations, laws, codes, ordinances, policies, procedures, etc.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization.

ADA Compliance:

Physical Ability: The work requires exerting up to 50 pounds of force occasionally, and up to 30 pounds of force regularly as required to move objects and the following physical abilities and the following physical abilities: balancing, crouching, typing, grasping, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: The work is typically performed in an office but may also be performed outdoors and at the scene of emergency incidents. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, inclement weather conditions, fire, heat, and toxic gases. The work requires the use of protective devices, such as masks, goggles, or gloves. Employee is frequently outdoors exposed to all types of weather.
