The
Department of Consumer and Business Services
(DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Central Services Division (CSD). CSD is responsible for providing accounting, budgeting, collections, procurement, facilities management, information technology, human resources, and research services to the department.
This position is represented by the Service Employees International Union (SEIU).

Here’s what you will do:
As a Procurement Specialist, you will process purchasing/acquisition and contract activities in support of department program functions located throughout the state. Duties include:
-
Processing requests for purchases of goods and services and personal services contracts which require development of product/service specifications, invitations to bid and requests for proposals including terms and conditions for the procurement/contract

Providing technical direction for procurement functions performed in the Department's divisions

Here’s what you need to qualify:
Minimum Qualifications:
-
Three years’ paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support. A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.
OR

A bachelor’s degree
Requested Skills:
-
A general knowledge of the Statewide OregonBuys
-
General knowledge of public procurement processes, competitive procurement methods, purchasing/contracting principles, and ethics
-
Ability to effectively communicate both verbally and in writing
-
Working knowledge of negotiation techniques to resolve problems and create solutions
