Our Division of General Services is current seeking a Procurement Specialist. This position provides critical support services to the various Department of Social Services divisions by assisting agency staff in the procurement of goods and services to enable them to meet their operational goals and the agency's mission. The position is responsible for ensuring that all procurements are done in accordance with applicable Federal laws, the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), SBSD, VITA and Department policies and procedures to support both the agency's internal and external customers. Serves as the Division's Small Purchase Charge Card holder with delegated procurement authority up to $50,000 per transaction with a monthly limit of $100,000. Also serves as back-up SPCC Program Administrator.

Minimum Qualifications

  • Demonstrated ability to interpret and apply state procurement regulations, policies, and procedures.
  • Working knowledge of state and familiarity with federal government procurement policies for the purchase of goods and services.
  • Ability to plan, organize, and prioritize a variety of procurement processes.
  • Demonstrated ability to effectively communicate orally and in writing.
  • Skill in the use of MS Office (Word, Excel, PowerPoint) and other databases, and a state or federal electronic procurement system.
  • Ability to organize and maintain contract files and records.
  • Ability to work independently, managing own time and work.

Preferred Qualifications:

  • College graduate with Bachelor's degree.
  • Previous experience or equivalent combination of training and experience indicating possession of the preceding KSAs.
  • Virginia Contracting Officer (VCO) certification is preferred.
