The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
DYCD is seeking to hire a Program
Manager for the Advance & Earn program. The goal of the Advance & Earn Program is to provide a
career pathway for opportunity youth through a continuum of services including literacy and math
instruction, HSE test preparation, work readiness training, college and career exploration, paid work
experience, advanced occupational training and industry credential attainment. The program supports
opportunity youth at any educational level, providing on-ramps at various levels through three program
components, each supported by case management and wrap-around services: Pre-HSE, Instruction
which includes basic skills instruction at the third to eighth grade reading levels, college and career
exploration and work readiness; HSE Preparation which prepares participants for the High School
Equivalent exam (GED) and includes work readiness training, college and career exploration, paid
internships and credential instruction; Advanced Training which provides sector-focused, occupations
skills training, paid internships, college and career exploration and job placement. Under the
supervision of the Director of the Advance & Earn program, with latitude for independent judgement,
the Program Manager of Advance & Earn will be responsible for the continued implementation of the
Advance & Earn program including daily operations, contract management, program monitoring and
technical assistance.
The Program Manager of the Advance & Earn program will be a professional with experience in the
workforce, literacy and/or advanced training fields as well as have experience providing services to
opportunity youth in local communities throughout New York City.
Duties will include the following:
counseling; academic, credential and advanced training; job and internship development; counseling
partnerships and referral services; and administrative tasks such as data entry, attendance,
timekeeping and payroll monitoring, evaluation, program budgeting and file upkeep
Work collaboratively across all DYCD workforce, youth and visual and digital communications including letters, presentations and reports as needed; compile, analyze and
present program performance summaries to inform and support management, evaluation, tracking and
decision-making

- Monitor and assess Advance & Earn program performance to ensure compliance with established
- Guide Advance & Earn contractors to ensure program administration and practices result in high quality services and fiscal accountability and they achieve contractual goals including but not
counseling; academic, credential and advanced training; job and internship development; counseling
partnerships and referral services; and administrative tasks such as data entry, attendance,
timekeeping and payroll monitoring, evaluation, program budgeting and file upkeep
- Assist in the management of the budget, contracting and amendment processes and provide technical assistance
- Conduct audits of program records at contractor sites and
- Utilize and become proficient in DYCDs web based information management systems including program and contract performance systems
- Utilize program monitoring and performance measuring tools to conduct and submit timely evaluations, outcome
- Assist in the planning and development of monthly meetings and trainings for Advance & Earn contractors; facilitate systems trainings, new staff orientation and other capacity building
Work collaboratively across all DYCD workforce, youth and visual and digital communications including letters, presentations and reports as needed; compile, analyze and
present program performance summaries to inform and support management, evaluation, tracking and

- Develop and support community partnerships to enhance program operations, act as

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

field preferred. Advanced operational skills (knowledge of various data collection platforms)
Excellent verbal and written communication skills, strong problem solving and analytical skills. Able to
prioritize and operate proactively. Enjoy working as a team member as well as independently. Ability to
multi-task and meet constricted deadlines designated by program requirements and needs. Strong
interpersonal skills resulting in exceptional rapport with people. Proven success in initiating, promoting
and maintaining strong interpersonal relations. Experience working with supporting and identifying
community partnerships. Computer literate with advance knowledge of Microsoft Office suites.
