SUMMARY
The Program Manager position oversees the management of the project and serves as the primary liaison with the government to aid the United States Department of Agriculture’s (USDA) in evaluating non-availability of Build America, Buy America Act (BABAA) compliant products.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Provides oversight and management of onsite staff.
Main point of contact to address concerns of the government.
Develops and maintain project plans.
Manages various phases of onsite projects.
Actively communicates with RD Field staff to ensure timely processing.
Provides support, technical assistance, and training to assigned staff.
Establishes and maintains relationships with internal and external customers.
Successfully manages relationships with government management.
Monitors program performance to customer requirements and expectations.
Issues regular weekly reports on program performance to corporate office.
Identifies areas of non-conformance and develop remedial plans.
Resolves issues in a timely manner via escalation process and coordination of internal resources.
Conducts regular meetings with teams to ensure customer needs and timelines are achieved.
Effectively builds and coaches teams to work collaboratively together, providing oversight and recommendations on improved team communication and project documentation.
Knowledgeable on BABAA policy, review and processes within all departments.
Sits in meetings with departments as needed for new processes and procedures conducted within departments.
Ensures team provides timely and accurate responses including status of procedural issues.
Conducts quality and control to ensure all required information is properly in appropriate database in a timely and efficient manner.
Conducts new hire orientation as well as submit all new hire paperwork to corporate office.
Administers all disciplinary issues and submit to corporate office.
Follows up with performance of team with government Management.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE
Bachelor's Degree with four (4) years of minimum relevant experience.
Experience in SharePoint preferred.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
