This position provides leadership in the organization or functional area and is primarily engaged in
management activities that establish the direction of a department, function, or project. The position
requires the application of knowledge gained from experience and expertise to the job duties and
responsibilities. The position will make decisions in areas that may impact the organization and its
employees, clients, budgets, policies, procedures, work practices, or compliance programs.

The purpose of this position is to perform the essential project management job duties and functions
as listed below with the overall objective of providing performance assurance across the Nuclear &
Civil Solutions (N&CS) portfolio of projects; ensuring effective compliance with the contracts'
requirements; and ensuring the safety, quality, value, timeliness, and Fluor profitability of completed
projects.

Basic Job Requirements

Principal Job Duties & Responsibilities
  • Lead N&CS Corporate oversight of Project Contractor/Mission Assurance Programs, with the
objective of ensuring compliant, effective, credible, and innovative programs that support
achieving high levels of project performance
  • In cooperation with the Mission Solutions Health, Safety and Environmental (HSE) and functional
organizations, review incidents and near-misses occurring at N&CS projects for lessons learned to
be shared corporately
  • Act as a senior level reach-back resource to support and provide high level advice and counsel to
N&CS projects in the areas of HSE, Contractor/Mission Assurance, performance management and
process improvement, operational discipline, quality, event investigations and timely/effective
corrective action development, and client/regulator interface and relationship management
  • As assigned, lead or support Project Board of Directors committees and/or subcommittees focused
on Contractor/Mission Assurance or other operational areas
  • Lead the collection, organization, and analysis/trending of N&CS project performance
information, with the objective of timely issue resolution, cross-organizational performance
improvement, and the establishment and sustainment of N&CS's reputation for strong past
project performance

Other Job Requirements

  • Analyze situations, identify and forecast pertinent problems, and evaluate realistic options; and
recommend appropriate course of action
  • Organize and prioritize a variety of complex initiatives and multiple tasks supporting N&CS's
Corporate objectives and strategies in an effective and timely manner, set priorities, and meet
critical time deadlines
  • Be familiar with DOE policies, procedures and expectations for oversight, assurance and governance.
  • Keep supervisor and senior operations management of the business line fully informed on the
overall status of Contractor/Mission Assurance across the N&CS projects
  • Review, organize, and share relevant lessons learned from N&CS projects and seek advice from
other experienced managers as necessary
  • Ensure that project performance records are being identified, collected, indexed, filed, stored,
and maintained in a manner that supports general performance analysis and trending, as well
as recovery to support proposal and other sales-related documents
  • For the Fluor Nuclear Power (FNP) Quality Assurance program, provide senior leadership and
oversight so that the program is effective in ensuring that the FNP work is executed in
accordance with the quality standards and requirements specified for the project, including the
preparation of and compliance with project-specific activity plans and ensuring project audits/
assessments are conducted per plan
  • Collaborate within sales, operations, and technical teams pursuing prospective projects to
develop win strategies, including project execution and commercial strategies, and coordinate
the assembly of past performance information to support proposals
  • Within Mission Solutions and N&CS, ensure effective internal interfaces as well as interface
management with external third parties to support N&CS performance
  • Comply with standards and procedures regarding the security and management of computing
facilities and systems, including the use of Fluor reference systems
  • Mentor Fluor personnel, in general and ask specifically assigned
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
  • May need to travel to attend to business related matters
  • Meet expectations on attendance and punctuality
  • Other duties as assigned

Preferred Qualifications

  • Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years of work-related experience or a combination of education and directly related experience equal to sixteen (19) years* if non-degreed
  • Ability to communicate effectively with audiences that include but are not limited to management,
coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national
statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Project or area management experience in international locations and diverse cultural environments is recommended
  • Demonstration of successful performance as project manager on a minimum of two (2) medium to large sized projects or multiple project assignments in a significant role on large to very large sized EPFC/CM projects
  • Completion of all required in-house project management courses in addition to courses obtained from university or other qualified sources
  • Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces
  • Project Controls and Finance including understanding of:
  • Scheduling (including work force loading)
  • Progress measurement
  • Risk assessment and management
  • Code of accounts
  • Work breakdown structure
  • Change management
  • Cost control
  • Estimating process and planning
  • Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting
  • General understanding of contract law and when to engage legal
  • Regulatory requirements including permitting
  • Understanding of project funding
  • Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax)
  • Proactive - goal orientated with the initiative to influence events positively, lead Fluor project team, and influence client for decision making
  • Ability to resolve complex problems and to be comfortable in complex project or business environments
  • Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks
  • Demonstration of innovation, initiative, maturity, and sound judgment
  • Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project
  • Mobility - for example, relocating to site locations
  • Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
  • Certification in project management suggested, for example, Project Management Professional (PMP)
