Examples of Work
This position is to oversee the delivery of the four, soon to be five, Home and Community-Based Services (HCBS) waivers to ensure quality improvement strategy and the systems in place are able to measure and improve the states performance in meeting the waiver assurances.

Specific duties include:
  • Planning, organizing, and directing all activities of the quality team to ensure the Division and other stakeholders are in compliance with DD HCBS Quality Improvement Strategy, federal and state regulations and guidelines.
  • Overseeing and managing the Quality Improvement Organization (QIO) contracts and contractors to develop and implement the incident and reporting process as well as the mortality review process.
  • This position, through subordinate managers, is responsible not only for assessing whether these assurances are met and reporting results to the federal government; but also, on assuring that remediation occurs at the system level, as well as at the provider level, and participant level.
  • This position will be expected to provide evidential packages for each waiver to demonstrate how the Division’s processes for discovery, remediation, and improvement meet the federal regulations.
Qualifications / Requirements

REQUIREMENTS: Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master’s degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.

PREFERRED: Two years of direct experience in performing/managing QA/QI activities in the field or related fields. Experience in managing contracts.

OTHER: Valid driver's license or the ability to provide independent travel.

Knowledge, Skills and Abilities

Knowledge of federal and state laws and regulations relevant to the directed program; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, contract management and oversight, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.

Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.

Ability to learn, apply and interpret agency policies and procedures relating to areas of responsibility; develop, implement, and monitor quality assurance initiatives and practices; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals, or objectives; perform high-level analysis; professionally communicate with and/or present information to internal leaders and teams, external stakeholders, and/or federal partners; and plan, assign and supervise the work others.
