Job Description
Parks, Recreation and Tourism is seeking Recreation Leader with a background in athletic operations that is passionate about providing excellent customer service to be primarily responsible for providing operational and customer service assistance with youth and adult athletic programs, community center activities, events and field/gym rentals which includes rule and policy enforcement for; volleyball, football, basketball, field hockey, soccer and cheerleading youth leagues along with, adult basketball, volleyball, soccer, and softball leagues. These programs, events, tournaments, field and gym rentals are scheduled at various recreational centers, fields and other facility locations within the City of Chesapeake, duties include but are not limited to:
Provides customer service to program participants, coaches, volunteers, officials, spectators and citizens; responds to inquiries, rule interpretations, and communicates program and event information. Provides information to the public regarding Athletic activities, events, programs, tournaments, and other related general information regarding Parks, Recreation and Tourism in person, or by phone, and email.
Assists with volunteer recruitment activities, disburses related forms, rules and regulations, program information and advertising materials. Leads, supervises and oversees program volunteers, and contractual service individuals within programs.
Monitors programs participants, fields, courts, community center and recreational facilities, enforces rules and regulations related to safety, scheduling and facility usage. Administers athletic rules and policies for softball, soccer, basketball, field hockey, football, volleyball, cheerleading, community centers and other recreational activities as necessary. Assists with program registrations, participant evaluations and team organization.
Resolves conflicts between players, coaches, officials and spectators in a calm and orderly manner; maintains order, and reports behavior and procedural issues to management staff and parents.
Responds to accidents and injuries, may perform basic first aid. Submits written reports, of accidents/incidents, equipment and inventory needs, to supervisor in a timely manner.
Performs basic safety checks on recreational rental equipment issued to participants, reports possible safety issues to supervisor. Controls fields lighting, and secures site locations.

Assists in the preparation and set-up/breakdown of athletic fields and facilities, organizes site equipment, set-up various athletic equipment such as flags, field markers, nets, goals, base plug-ins, benches and other related athletic equipment. Controls the disbursement, collection, storage of equipment and overall site inventory.
Assists with set up and taking down of tables, chairs, fencing, barricades, pop up tents, and various other indoor and outdoor recreational equipment.
Assists with general grounds maintenance, center maintenance and routine custodial duties such as restroom and grounds monitoring, cleaning and trash removal.


Required Qualifications
VOCATIONAL / EDUCATIONAL REQUIREMENT :
Requires instruction that is sufficient for satisfactory job performance .

EXPERIENCE REQUIREMENT:
In addition to satisfying the vocational/education standards, this class requires a minimum of one month of full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES :
Requires CPR and First Aid certification within the first year of employment. May require a valid driver’s license and a driving record that is in compliance with the City Driving Standards.

SPECIAL REQUIREMENTS :
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferred Qualifications
Must have the ability to exercise independent judgment; effectively communicate with the public; and resolve conflicts during competitive league programs.
Must have ability to express ideas clearly, both orally and in writing; ability to use a telephone; read and interpret rules and regulations.
