Job Summary

Duration:

Temporary Externally Funded Non Grant-in-Aid contract post, the indicative duration of which is 46 months, subject to contract. A panel may be formed from which future similar vacancies may be filled; such a panel will remain active for a maximum period of 12 months.

Basic Function

The Research and Innovation Programme Manager is responsible for ensuring that the industry objectives of the Centre are met through the Research Programme. The Innovation and Research Programme Manager will be based in the Lead RPO but will spend a significant portion of time on site with the Industry Parties. The Innovation and Research Programme Manager will work directly with the Principal Investigators to review the research outputs from the Centre in an industry context.


Background

Meat Technology Ireland (MTI) is a unique project, co-funded by Enterprise Ireland, industry and hosted by Teagasc, in collaboration with UCC, ICBF, TUS, MTU, DCU and IMR. The activity crosses the interface between academic endeavor and the commercial exploitation. The role will require an exceptional individual with proven project management, advanced scientific training, excellent communication skills but also relevant industry experience. They will play a critical role in servicing the needs of the industry and liaising with research project leaders. A significant portion of their time will be spent on-site in MTI industry member plants and in the partner RPOs institutions. They will work directly with the Researchers and Principal Investigators to ensure research outputs from the Centre are seamlessly transferred and embedded in the MTI member companies. The candidate will be required to contribute to identifying opportunities and formulating solutions to facilitate progress for the participant companies and researchers involved.

Job Objectives

Operational Management

  • Support the Centre Director in the delivery on the MTI Business Plan, vision and KPI’s to the satisfaction of the Centre Steering Committee (CSC).

  • Evaluate the effectiveness of resources and systems and provide feedback to the Director.

  • Support the Technology Transfer Offices of the RPO Parties;

  • Under direction from the Centre Director and any other management committees constituted in the MTI Consortium Agreement , ensure the efficient operations of the Centre in respect of the management and commercialisation of intellectual property;

  • Assist the MTI Director in directing a range of cross-functional projects of varying scales and types concurrently and work with the research teams in the participating RPOs to ensure successful project delivery.

  • Develop and utilise Operational Management tools to monitor research delivery and provide programme updates to the MTI Director and the Research Programme Management Group (RPMG).

  • Facilitate and participate in Group/Committee meetings and events such as the monthly project management group and the quarterly steering committee as well as other training workshops, marketing events and dissemination activities.

  • Management and upkeep of the ISO 9001 operational quality management system within the MTI administration

  • Actively participate in the annual business planning and Performance Management Development System (PMDS) processes.


Research projects,

  • Act as the daily point of contact for industry and RPO MTI participants offering support and monitoring the timely and effective delivery of research projects, according to the terms of the contract.

  • Support the researchers and the Director in the preparation of technical and operational SOPs associated with project deliver and management of the centre.

  • Effective capture of programme intellectual property to facilitate license transfers, patent filings and commercialisation commitments from industrial partners.

  • Effective capture and reporting of programme in-kind contributions from industrial partners.

  • Assist the Centre Director with the timely delivery of technical and financial reports to ensure projects are delivered within budget.

  • Assist in the timely co-ordination of meetings with potential end-users.

  • Effective management of infrastructure to deliver the terms of the research contracts.

  • Operation within Teagasc Health & Safety Policy.


Strategic-vision management.

  • Support the MTI Director in the preparation of foresight position papers.

  • Assist Teagasc in meeting the commitments of the Quality Customer Service charter, with particular emphasis on the MTI industrial participation and the development of a certified Operational Management System within the MTI administrative function.


Health & Safety

  • Ensure the effective operation of activities according to Teagasc H&S policy.

  • To assist Teagasc in meeting the commitments of the Quality Customer Service Charter and Action Plan.

  • To actively participate in the annual business planning and Performance Management Development System (PMDS) processes.

  • To fully co-operate with the provisions made for ensuring the health, safety and welfare of oneself, fellow staff and non-Teagasc staff and co-operate with management in enabling Teagasc to comply with legal obligations, including full compliance with the responsibilities outlined in the Safety Statement.

  • To carry out other duties as may be assigned from time to time.

Qualifications


At the time of applying candidates must have;

  • A QQI Honours Level 8 degree in food science, chemical, life sciences or a related business discipline.


  • Business qualification such as Certificate, Higher Diploma or MBA.

  • Project management skills;

    • Proven ability to implement a process approach to manage multi-partner projects against strict deadlines achieving milestones and deliverables even in a changing environment.

  • Dissemination skills:

    • Verbal presentation/communication skills, scientific (peer-reviewed journals) and technical writing skills.

  • Engaging and consultative leadership skills that demonstrate best practice in people and programme management with an ability to negotiate, influence outcomes and manage conflict.

  • Strategic awareness, innovation & change management skills and an ability to present vision and foresight.

  • Computer literate, with proficiency in the use of MS Office, Word, excel, Powerpoint and Outlook


  • Research skills: literature reviewing, experimental design, data management, statistical analysis and experiment implementation.

  • Industrial research involving on-site experimental

  • implementation/facilitation.



Knowledge


  • Good understanding and experience of the project management engaging with researchers and supporting research activities.

  • The National Intellectual Property Protocol.


  • Industry experience within the food sector.

  • Experience within the meat industry would be an advantage.

  • Previous experience of Intellectual Property management e.g. patenting/licensing.

  • Previous knowledge of quality management systems would be an advantage.


  • Knowledge of food industry


  • Proven project management and delivery experience e.g. through participation in multi-partner research projects such as FIRM, Horizon 2020 or industry-related projects.

As this role will involve driving vehicles, candidates must satisfy and continue to satisfy during employment with Teagasc, legal requirements to drive a car unaccompanied on Irish public roads.



Eligibility
