General Description

This position reports to the Liability Claims Manager and is responsible for handling liability, property, and automobile incidents and claims within a self-insured public entity.

The ideal candidate responds to and investigates incidents, gathers relevant information, determines liability, reviews coverages, arranges appraisals, and settles claims, while providing excellent customer service to internal and external customers. This individual must be analytical, detail oriented and a critical thinker, experienced in investigations with the ability to handle complex situation in a professional and friendly manner.


This ideal candidate will also prepare and present training presentations for employees and work collaboratively with department contacts to address adverse events and department metrics.

Essential Functions

Ensures timely and quality activities to respond to the needs of the city, community, department, division and unit.

Determines priorities of assigned workload, monitors levels of resources, establishes timelines, assigns outside work (when required), monitors progress, recommends changes and suggestions, corresponds with claimant and required insurance company and attorneys, reviews and reconciles consultant and contracted vendor reports and estimates, submits completed projects with substantiated documentation and recommendation to the risk manager for final payment approval.

Conducts and manages all investigations of accidents, incidents, or other occurrences involving city property, vehicles or personnel resulting in third-party personal injury or property damage. Interviews involved parties to obtain the facts of the incident; gathers all necessary evidence, including interviews, reports, site investigations, photographs and drawings prior to deciding on the claim.

Processes liability and subrogation claims utilizing an electronic claim administration system. Documents the electronic file with claim activity and processes payments to vendors and claimants.

Negotiates and prepares claims settlements and determines City liability based on evaluation of injuries, medical reports, bills, estimates, and related facts. Denies claims when investigation reveals they are unsubstantiated.

Assists in litigation management by preparing files with required forms, exhibits and reports. Participates in negotiation settlements up to authority limit with claimants and attorneys with recommendation for final approval by the city Risk Management Administrator and/or City attorney.

Ensures work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements. Responds to emergency call- out situations and provides service during nights or weekends as required.

Prepares and implements training for city employees to reduce incidents.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 5 years multi-lines claims adjusting, investigations, litigation, risk management or related field.

An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position may be considered

Preferred Qualifications

In addition to the minimum qualifications identified above, highly desirable qualifications include:

  • Certification as Associate in Claims (AIC)
  • Licensed Arizona Insurance Adjuster
  • Public sector (State, County, City) claims handling experience
  • Bilingual

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile, their resumes, and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in the oral board interview.

  • In-person Oral Board Interviews to be held week of May 29, 2023.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:

  • 10% of your rating for education and work experience
  • 15% of your resume
  • 75% of your oral board interview

Hiring interviews may be conducted.

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must present your documentation at the Oral Board Interview. The DD 214 must be a copy that indicates characterization of service.
