The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. General:

This is a non-personal services contract to provide a Roman Catholic Musician Pianist Services in support of the Command Religious Program (CRP) in support of the Marine Corps Recruit Depot (MCRD) located at Weapons Field Training Battalion (WFTBN) Chapel aboard Edson Range, Marine Corps Base Camp Pendleton . The Government shall not exercise any supervision or control over the contract service provider performing the services herein. Such contract service providers shall be accountable solely to the Music director who, in turn is responsible to the Government is provided in the awarded contract.

2. Background:

Music is an integral part of Roman Catholic worship services. The technical expertise needed to provide these services is beyond the capabilities of present government personnel. Such services include organ/piano music in the form of preludes, introits, responses, hymns, anthems, and postludes and chanting of prayers and readings that are appropriate for Roman Catholic worship styles and traditions. Per US Navy Regulations, SECNAVINST 1730.7D and OPNAVIST 1730.1E it is incumbent upon Commanding Officers (COs) to have a Command Religious Program (CRP) which accommodates the religious needs, preferences, and rights of assigned military personnel, eligible family members, and other authorized users. Per SECNAVINST 5351.1, musicians may be contracted to augment such religious ministries as worship services, sacraments, rites, and ordinances with appropriate sacred music.

3. Scope of Work

The objective of this contract is to secure Musician Pianist Services to provide music that is essential for Roman Catholic worship for Sunday worship services, as well as special holy days, and military funerals. The music director will provide professional recommendations for the musical program to the presiding WFTBN Chapel Command Chaplain or Civilian Religious Clergy (CRMP). The music director shall provide Director of Music and Organist/Pianist Services for Roman Catholic and Protestant worship services at the WFTBN Chapel aboard Marine Corps Base Camp Pendleton with emphasis on accompanying the congregation utilizing Hymnal Books.

4. Objectives and Tasks:

The contracted pianist shall perform musically for Roman Catholic services. The musician shall provide the expertise, equipment, supplies, tools, materials, and other items necessary to the following tasks:

a) Play the piano at the WFTBN Chapel aboard Camp Pendleton.

b) The musician will lead and provide accompaniment for the congregation with the piano for Catholic services at the WFTBN Chapel aboard Marine Corps Base Camp Pendleton.

c) Play the Baldwin piano, accompaniment for special religious observances in the Roman Catholic traditions that occur throughout the calendar year will be provided by the Technical Point of Contact (TPOC).

d) The Music director is responsible for providing a single qualified substitute for pre-qualification and approval by the TPOC within 1 week of contract award. This single approved substitute will be identified and will provide services when the main music director performer is unable to provide services. The music director shall be responsible for ensuring and providing supporting documentation of the recommended substitute’s qualifications as provided in paragraph 3, as well as, compensation for the services rendered by the substitute. Upon consultation and approval by the TPOC, the secure and adequate substitute may be used for coordinated and agreed upon absences, such as illness or emergency leave.

e) Submit for timely inclusion a list of the congregational songs for Sunday Roman Catholic Worship to the WFTBN Chapel Command Chaplain or TPOC for use in the worship bulletins no later than Thursday afternoon by 3:00 pm every week.

f) Notify the WFTBN Chapel Command Chaplain and TPOC of any maintenance problems or acquisition needs concerning the government owned piano, organ, and/or any other musical equipment.

g) Schedule and meet with the WFTBN Chapel Command Chaplain and TPOC on a quarterly basis to ensure the customer’s needs are being met and to assess the music program as it pertains to the Protestant and Catholic worship services.

5. Schedule and Location:

Required Sessions (52 sessions) include regularly schedules worship services and occasional special services (up to 7 yearly) such as funerals, memorials services, or special seasonal holiday services, as planned with the WFTBN Chapel Command Chaplain and TPOC. All sessions are estimated, and quantities are not guaranteed. The Music director is advised that service times may change.

a) Schedule: A schedule (dates and times) must be coordinated and approved by the TPOC on a biweekly basis, or as needed. The musician must ensure an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of work is accomplished. Based upon requirements and other needs, there may be times where some or all services are not required for that particular week. If so, the Music director will be notified at least one week prior to scheduled convening service.

c) Normal Duty Hours. The musician is responsible for providing services, between the hours of 0815 and 0945 on Sundays, including Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. An alternative location will be provided by the Technical Point of Contact (TPOC).

d) Place of Performance. The work to be performed under this contract will be performed at the WFTBN MCRD Edson Range Chapel at 148-198 Phillips St., Camp Pendleton, CA 92055 or alternate location during emergencies.

6. Musician Qualifications. The contracted musician must be a qualified, able to perform for Roman Catholic services by providing the following:

a) Provide musical accompaniment on a piano, in the form of congregational hymns, responses, instrumental interludes, typical service musi.

b) Must be able to read music and possibly direct other musicians and vocalists in musical scores.

c) The musician must have experience leading and working with Church choirs and performing music in a worship context for either Protestant or Roman Catholic Church’s.
