ICF is seeking a Senior Manager, Child Welfare Strategic Consulting to work remotely in support of our team of strategic consultants. The Senior Manager will use subject matter expertise to lead, guide, and oversee a team of strategic consultants who support the Children’s Bureau in topical areas such as child welfare data analytics, Child, and Family Services Review (CFSR), Family First Prevention Services (FFPSA), child abuse prevention, foster care, permanency, adoption, and family engagement.
The Senior Manager, Child Welfare Strategic Consulting provides content leadership and visioning by identifying research, resources, service delivery trends, national issues, and expert and organizational partnerships related to the identified topic(s). This essential role works collaboratively with other subject matter experts, project leadership, program managers, and national partners, as well as federal staff to support content development for products, tools, web content, and publications that are aligned with the vision of the Children’s Bureau and support advancing change in child welfare. This position is also responsible for developing and enhancing Child Welfare Information Gateway’s presence at conferences, including developing and delivering presentations and guiding planning efforts. This position is also responsible for identifying, cultivating, and maintaining strategic partnerships at the national, state, and local level through targeted outreach and internal staff engagement to inform the work of Child Welfare Information Gateway.
The ideal candidate will have broad knowledge of the public child welfare service continuum, child welfare policy and practice issues (both direct services and macro level practice). Specifically, the candidate will have knowledge and experience related to conducting Child and Family Services Reviews (CFSR), advancing racial equity, integrating lived experience, aligning human services systems, change management, and implementing provisions of FFPSA. This position is also represented on the project’s Senior Management Team which provides general oversight to the project. This position supervises 2 supervisors and oversees a team of up to 8 full-time client-dedicated staff who are highly integrated into the federal client team.
The Senior Manager, Child Welfare Strategic Consulting recruits and trains new staff, oversees the development of staff work plans and performance, and provides feedback, guidance, and supervision to team members.
Key Responsibilities:
  • Responsible for identifying, prioritizing, and communicating trends in child welfare across the project’s products and services. Identifies gaps in Gateway’s resources and provides recommendations to resolve those gaps.
  • Serve as internal content expert on the continuum of child welfare practices and policies for customer service, product development, web content, marketing and outreach, and library teams with an emphasis on infusing a racial equity lens and the voices of people with lived experience.
  • Provide direction and oversight for all aspects of special initiative months (e.g., National Adoption Month, National Foster Care Month, and/or Child Abuse Prevention Month); work with all Gateway partners, CB clients, and other stakeholders to ensure the development of appropriate products and web content and related media are developed and launched on time and within budget.
  • Respond to informational inquiries from client (CB) staff, the media, and professionals in State agencies and national organizations.
  • Identify, write, review, and consult on products that synthesize complex information into useful web and/or print publications for professionals based on knowledge of topical area.
  • Build and maintain strong connections to the child welfare profession through partnering with national organizations, attending and presenting at conferences on behalf of Gateway, and working collaboratively with the Children’s Bureau’s Capacity Building Centers; train new staff on partnership framework
  • Serve as a liaison between the Information Gateway and assigned ACF Regional office(s).
  • Assist with the management of web content, providing leadership for the organizational structure and content of portions of the website related to specific subject area(s).
  • Collaborate with other managers and operational leads within Information Gateway to cover spectrum of topics addressed by Information Gateway.
  • Enhance related website sections, managing web updates, and drafting written documents, as needed.
  • Contribute to Child Welfare Information Gateway reporting and support activities related to data collection and continuous quality improvement efforts
  • Interface with federal staff in multiple departments and divisions; work across Children's Bureau divisions; provide support to federal and ICF consultant staff, as well as other contractor staff that are providing services to the Children's Bureau.
  • Interface with all staff and other appropriate stakeholders, at interagency meetings and national conferences to promote Child Welfare Information Gateway products and services across the full continuum of child welfare and related topics.
Basic Qualifications:
  • Master’s degree in social work, public administration, or human services profession or equivalent experience
  • A minimum of 10 years professional work experience at the leadership level, program manager or above in a state/county child welfare system
  • Experience in providing training/technical assistance in a human services profession, preferably child welfare
  • Experience providing direct services to children and families
  • Demonstrated project or program management experience, including client relationship management, staff supervision, and budget management in a contract consulting environment
  • Knowledge of federal and state laws that apply to child welfare, Child and Family Services Plans, title IV-E waiver demonstration authority, and related professions, services and systems.

  • Ability to build and maintain strong stakeholder relationships for capacity building projects.
  • In-depth knowledge of the child welfare system and how it aligns with other human services systems
  • Strong written and verbal presentation skills, including an ability to synthesize and write about complex child welfare issues.
  • Strong interpersonal and communication skills with a customer service focus
  • Ability to work across and within teams to accomplish goals
  • Proven project management, supervision, and organizational skills
  • Knowledge of and experience using websites and internet databases to find information

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. $90,940.00 - $154,598.00
