The position of Senior Real Property Agent provides high-level real estate support to all work units within City Light and responds to requests or inquiries from other City departments, public jurisdictions, and the public concerning City Light's real estate interests. This position negotiates for the acquisition of real property and property rights, disposes of surplus property and manages City Light-owned property. This position also performs routine and complex real estate functions such as writing and interpreting legal descriptions, reviewing appraisal reports, researching property and property rights, preparing reports and maintaining records. This position will report to the Manager of Real Estate Services.
Here is more about what you’ll be doing:
Manage properties and right-of-way under City Light ownership and control, including negotiations, calculating fair market rental rates and the drafting of legal documents and instruments such as easements, deeds, licenses, permits, agreements, and consents.- Negotiate and conduct the acquisition, disposal, and utilization of complex and financially significant parcels of land or rights on behalf of City Light.
- Reads, creates, and interprets real property legal descriptions.
- Prepares, orders, and interprets complex appraisal reports.
- Coordinates contractor/vendor real estate activities including surveying, title, appraisal, negotiation, and brokerage services.
- Resolves encroachments and other legal challenges involving City Light's real estate interests.
- Assists in developing and recommending short and long-range goals and objectives, changes in methods, policies and procedures.
- Prepares legislation for City Council consideration.
- Represents the City or Department at public hearings City Council, community meetings and conferences involving real property issues.
- Required to occasionally work in the field.
- Performs other duties as assigned.
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Education: An Associate's Degree in Real Estate or a related field. Relevant work experience may be substituted for education.
Experience: Three (3) or more years’ experience as a Real Property Agent or equivalent.
Requires experience in real estate acquisitions, dispositions, and property management for a utility, government, or large institutional property owner.
Certification/License: Washington State Driver's License. Ability to become a Notary Public.
Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
Experience with electric or other utility real estate transactions and right of way management- Property management experience.
- Strong negotiation skills with proven track record of successful acquisition work on complex projects.
- State, federal, or local government experience.
- Demonstrated understanding of appraisal, engineering, law, and negotiations principles/terms
- Experience and demonstrated skills with real property legal descriptions, appraisals, title research, and interpreting engineering drawings.
- Basic computer and software skills.
- Experience drafting legislation, working with elected officials, and community outreach
- Excellent oral and written communication skills.
- International Right of Way Association (IRWA) designation.

The full salary range for this position is $ 50.06 - $ 58.36 per hour.
