Job Summary:
The Sr. DoD/Government Contracts Manager will be responsible for managing a portfolio of US Government and international contracts and proposals within Teledyne FLIR’s Defense Technologies segment. This is a supervisory role with 4-5 direct reports.
Primary Duties & Responsibilities:
- Provide domain expertise in full-cycle contract management regardless of contract type (Cost Plus, FFP, etc.)
- Work as a partner with Leadership, Program Management, Engineering, Finance, and other disciplines to mitigate performance risk for both Requests for Proposals (RFPs) and assigned Contracts
- Work as a key member of program team(s) to ensure contract requirements are fully understood and executed
- Provide leadership, subject matter expertise and innovative recommendations for proposal, contracting or programmatic issues
- Monitor program performance for scope changes and take appropriate action
- Manage, advise, and support business team on issues / developments relative to assigned Contracts
- Respond to internal and external inquiries regarding contract issues, audits, and compliance requirements
- Provide leadership and subject matter expertise to team members
- Act as focal point for contractual communications and commitments for assigned Contracts
- Assure compliance with applicable federal regulations and internal policies and procedures
- Review RFPs and participate in preparing compliant proposal responses
- Negotiate proposals within business goals and document substance of discussions, agreements and results
- Review and administer contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance.
- Regularly communicate and document status/progress of pending items.
- Generate supporting documents and materials, including Reps & Certs, NDAs, and Loan Agreements and coordinate with Legal as required.
Job Qualifications:
- Applicants must be either a U.S. citizen, U.S. national, legal permanent resident, asylee, refugee or must be eligible to apply for and obtain the appropriate export control license from the U.S. Departments of State or Commerce.
- BA/BS Degree strongly preferred with minimum of 10 years US Government contracting experience
- Prior people management experience required
- Thorough working knowledge of the FAR, DFARS and other supplements
- Working experience with OTAs, GSA Schedules, DoD, DHS, R&D efforts, FMS/FMF, and International efforts
- Familiar with ERP systems and revenue recognition concepts
- Certified Federal Contract Manager (CFCM) desired
- Currently hold a SECRET clearance or be able to obtain/maintain a government security clearance.
- Able to think critically, assess risks and options, and drive consistency and risk mitigation through the lifecycle of a contract
- Ability to interact with internal and external customers on significant matters often requiring the coordination and collaboration of activities across organizational lines
- Must possess combination of strategic and tactical execution skillsets
- Self-starter, capable of working well independently and remain self-motivated
- Ability to clearly and succinctly communicate both verbally and in writing
- Ability to express ideas freely and confidently in group settings and with all levels
- Proven ability to set and achieve short-term and long-term goals
- Exemplary attention to detail and research skills
- Ability to adapt to shifting priorities and goals
- Able to initiate and successfully implement organizational efficiencies that support business objectives
- Able and willing to travel domestically as needed to support customer contract meetings.
