Job description
CH2M HILL BWXT West Valley, LLC (CHBWV) is an environmental management company under contract to the Department of Energy (DOE) whose mission is to decommission a former nuclear fuel reprocessing facility. CHBWV is located 35 miles south of Buffalo, New York, close to excellent ski resorts, boating, and fishing on Lakes Erie, Ontario and Chautauqua.

Job Summary:
Write detailed work control instructions/procedures to complex jobs with complete understanding of principles, concepts, requirements, and craft practices. Responsible for coordination with D&D supervisors, engineering, various subject matter experts, facility management and area crafts to plan, order materials, and execute D&D activities, corrective and preventative maintenance work, and project upgrade activities in a safe and expedient manner. Responsible for the resolution of issues arising from questions/problems encountered during the planning, review, and work processes. Write work documents to correct issues that may arise in the field. Determine and order materials needed to perform and maintain activities to perform the scope of work.
Education/Experience:
- Bachelor’s degree in a related discipline or the recognized equivalent combination of education and related experience. Degree must be from an accredited university, college, or school.
- Twelve (12) years of related professional experience.
- Must have a strong background in decontamination & decommissioning (D&D), waste operations, or plant system operations.

Preferred Qualification:
- Minimum 10 years previous D&D, Plant Operations and Maintenance.
- Prior Knowledge of the MPPB.
- Broad background in D&D.
Other Requirements:
- Must be able to perform broad and intensive practices to establish concepts, theories, or programs, or to resolve complex problems. Must possess a mastery knowledge of maintenance engineering skills (be able to read, understand and translate engineering drawings and specifications into maintenance / project documents) to successfully complete a wide variety of complex assignments. Must possess developed organizational skills.
- Must be able to work independently under consultative direction, technically competent to work on the most complex work control planning activities. May act as lead person or technical expert to direct work of others, develop and implement special projects, develop procedures, and mentor others.
- Must plan, develop, and carry out vital day-to-day programs essential to the mission.
- Must be able to use independent judgment to perform, identify, and analyze diverse work control responsibilities involving different and unrelated work control processes and methods. Must possess advanced knowledge of the Computerized Maintenance Management System (CMMS).
- Must be able to interface with individuals or groups from inside and outside the organization. Must be able to influence, motivate, investigate, or direct individuals in accordance with work control principles, theories, and laws.
- Must justify, defend, negotiate, or settle matters involving significant or controversial issues.
- Working knowledge of various computer software including Microsoft Office.
- Must be able to obtain and maintain a HSPD-12 badge which requires an Office of Personnel Management (OPM) background investigation, OPM clearance for this badge is required following hire.

- Prepare maintenance, operation, and complex work instructions/procedures using a complete understanding of planning principles.
- Review work requests for services and any supporting documentation for compliance with West Valley internal requirements.
- Develop solutions to significant problems of unusual complexity while providing technical assistance to crafts and others are required in the performance of their duties in order to ensure that maintenance and/or programmatic work can be completed in a safe, efficient and cost- effective manner.
- Lead the Planning Team in worksite walkdowns, work scope definition, job hazard identification, analysis and control selection, and work package development, using the standardized company Hazard Identification and Mitigation tool. Use the company lessons learned program during work order development.
- Prepare large and/or complex equipment and/or system modifications work packages for planned, unplanned, or emergent activities.
- Analyze time and material requirements for work activity.
- Perform various functional and administrative activities in conjunction with the primary work control/work package development.
- Determine the type and number of materials needed to complete the assigned tasks. Obtain assistance from Engineering for materials requiring engineering specifications. Order the materials and track the status until job start.
- Estimate labor hours and material costs to be incurred in the performance of tasks using supplementary information such as sketches, drawings, vendor data and work area inspections.
- Ensure that personal protective equipment (PPE) requirements and hazard controls are clearly delineated in the work control documents or supporting documents.
- Ensure special task specific training requirements are specified. Coordinate input for feedback and lessons learned in a timely manner to capture information for process improvement.
- Coordinate work package comment resolution and submit the package for concurrence by Field Work Supervisor and relevant subject matter experts’ approval.
- When required, write work order changes and obtain approvals to ensure that work flows smoothly.
- Review completed Work Orders and Post-Job Reviews and incorporate comments into future work orders and lessons learned.
- Regular attendance is required.
- Contributes to team effort by accomplishing related results as needed.
