The Stormwater Inspector is responsible for conducting sediment and erosion control inspections for single family lot development; performing plan review with stormwater personnel; scheduling, reviewing, and signing off on flood, watershed, stormwater tracking and grading permits; and participating in on-site meetings to ensure site compliance.

Duties and Responsibilities

  • Conducting routine sediment and erosion control inspections for permitted land disturbing activities related to single family lot construction;
  • Composing compliance reports, letters, and emails;
  • Participating in plan review for land disturbing activity prior to permitting;
  • Conducting scheduled inspections for buffer, flood, watershed and stormwater tracking permits;
  • Conducting inspections on single family lots with impervious limitations prior to releasing certificate of occupancy(s);
  • Responding to single family lot complaints due to adjacent construction;
  • Serving as a liaison between builders and citizens and provide information related to single family lot-to-lot drainage.

Typical Qualifications

Education and Experience:
Associate's Degree in engineering, civil, environmental, or biological/agricultural engineering or similar (preferred) and two years of paraprofessional engineering experience, preferably in area of assignment.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

1 year of engineering or construction experience (required)

Licensing/Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or ability to obtain within 30 days of hire.
  • North Carolina Best Management Practice Maintenance and Inspection Certification (preferred)
  • Certified Erosion, Sediment and Stormwater Inspector (CESSWI) (preferred)
Computer Skills:
  • Basic computer skills and use of Microsoft Word and Excel. (required)

Additional Information

Knowledge, Skills & Abilities:

  • Knowledge of construction management
  • Knowledge of sediment and erosion control practices
  • Comprehension of stormwater plans
  • Knowledge of Unified Development Ordinance as it relates to sediment and erosion control, riparian buffer, watershed and floodplain requirements and limitations.
ADA and Other Requirements:
Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:
Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
