Purpose

This role will manage and direct field personnel, while taking responsibilities for all aspects related to maintenance, operation and retirement of the company distribution system (e.g., mains, services and appurtenances), including, but not limited to, field staff supervision and guidance, worksite monitoring, selection of tools and equipment, ensuring compliance with relevant codes & standards, while promoting safety as a priority. Supports effective work planning through validation of work and material estimates and providing input to resource planning prior to and during projects. Scope includes replacements and repairs, performing and overseeing scheduled/unscheduled maintenance and emergency response of distribution infrastructure. The role is additionally responsible for management and oversight of surveys, including high pressure Class III locations as well as railway and highway crossings, and belowground valve inspections. The role prioritizes maintaining and growing positive relationships between team members, municipal personnel and Liberty. This role is also responsible for emergency response activities and the participation in a regular on call rotation.

Accountabilities

  • Direct crews in how to safely complete Maintenance activities related to distribution infrastructure that take place on a routine or recurring basis, in a timely manner and on budget.
  • Manage direct reports to bring equipment back to fully functional state, as needed.
  • Oversee execution of maintenance activities performed by internal or 3rd party provider.
  • Oversee the upkeep of property, machinery, systems and infrastructure.
  • Oversee scheduled and unscheduled maintenance and emergency response on distribution infrastructure, including replacements and repairs.
  • Maintain a safe, reliable and efficient distribution system through the proper management of resources and workload prioritization.
  • Manage and direct both bargaining and non-bargaining personnel on all activities related to the maintenance & operation of the company pipeline system.
  • Provide oversight of redlining of projects; ensure Technicians are using GIS tool on the iPads to capture accurate and complete view of asset location and component; Work with GIS to clarify data as required.
  • Oversees and ensures responsiveness to natural gas and other emergencies.
  • Confirm crew scheduling using Click tool based on guidance from Resource Planning.
  • Complete all work tracking on iPads and create new work orders if follow up work is required.
  • Release work order for scheduling (work confirmed a agreed number of days prior in order to pull the right materials.
  • Owns the timely closure of work orders and projects to enable Liberty to proceed with timely and accurate accounting for projects.
  • Check and update material lists and arrival dates as needed.
  • Ensure that the most cost-effective use/mix of resources is utilized in completing all anticipated workload to meet departmental goals.
  • Track inventory using iPad on regular basis (e.g., daily or weekly, for both project and truck inventory) to enable effective tracking of materials inventory level and project costs
  • As necessary, create work orders to request any additional/changed materials and create material returns to the warehouse for unused materials.

Accountabilities Continued

  • Review and continually monitor available field resources and work practices in order to ensure a high level of productivity and efficiency.
  • Maintain personnel accountability as required and employ progressive disciplinary measures when applicable.
  • Assist managers and other internal staff to meet O&M and Capital budget goals.
  • Operational Compliance: Ensure operational activities and field related work activities are performed in accordance with both State and Federal Codes and Regulations.
  • Accountable for documenting all data required for regulatory compliance filing.
  • Work with Resource Planning to ensure have all necessary permits and licenses.
  • Supervise personnel responsible for maintaining, relocating and repairing steel and plastic mains, services and appurtenances.
  • Planning and execution of related activities.
  • Responsible for proper documentation of activities as per O&M procedures.
  • May manage and supervise personnel performing patrols and surveys as applicable (e.g., Class III patrols, RR/highway crossings, valve survey, leak survey, river and bridge crossing inspections, etc.)
  • Promote customer satisfaction through communication, responsiveness and quality workmanship for all direct reports.
  • Foster communications with City & Town Municipalities while promoting the Company’s objectives.
  • Establish clear communication of departmental expectations, goals and procedures and ensure that their supporting direct reports meet both divisional and company objectives.
  • Training of personnel, as appropriate.
  • As applicable, maintain close contact and communication with Dispatch and Measurement & Compliance group.
  • Involvement in the management of providing locate services (business dependent).
  • Maintenance of tools, heavy equipment and vehicles, as appropriate.

Education and Experience

  • High School Diploma or equivalent required.
  • 5-10 years of applicable experiences.
  • Valid driver’s license.
  • Excellent MS Office Suite skills.
  • Advanced organizational skills with the ability to handle multiple assignments.
  • Strong communication and facilitation skills.
  • Experience in field inspections and related record keeping.
  • Strong attention to details to ensure auditable recordkeeping.
  • A strong understanding of standards and procedures for the operation and maintenance of the Gas Operations.
  • Able to work and perform in a team environment, collaborate with others, handle multiple projects, and meet deadlines.
  • Ability to establish and maintain effective working relationships with management, subordinates, City and Town officials overseeing road projects related to gas pipeline enhancement.
  • Will be required to cover on on-call, off hour operations on a rotating basis including holidays, weekends, etc. May be required to work extended hours.

  • Tools/instruments usage may be required to train and certify employees
  • Responsible for work outside of normal work schedule including overtime/storm assignments/holidays and when necessary.
