Background
In 2021, the City of Detroit experienced a presidentially declared disaster caused by severe storms and flooding. As a result, the City was awarded $95MM in Community Development Block Grant Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing and Urban Development (HUD) to assist the City and its residents in recovering from the impact of that storm. The Supervisory Program Analyst IV – Housing Development Officer IV position translates into the CDBG-DR Program Manager, responsible for the development of the CDBG-DR Single Family team. The position reports directly to the Chief Direct Services Officer, in the Home Repair & Neighborhood Services Division.

Under general supervision, the Housing Development Officer IV is a supervisory position that involves getting work done through others (i.e., the direction of subordinate employees in the performance of work) with accountability to agency management for the quantity and quality of the work done, and for assuring efficient and economical work operations.

Supervisory functions include a range of duties and responsibilities for planning, organizing and reviewing work, administering human resources matters, and dealing effectively with employees and union representatives about employee-management concerns. Subordinates include professional and paraprofessional staff who perform housing and community development, policy, and grant related award and evaluation work.

The major functions performed by a Housing Development Officer IV include leveraging resources to maximize production and/or preservation of affordable housing units (single-family and multi-family) within the City of Detroit, grant/contract monitoring and management, housing and community development and policy initiatives, and data collection, interpretation, and utilization as they relate to City, HUD, and public/private housing and community development projects and programs.

Examples of Duties

  • Essential Duties and Responsibilities (may perform other duties as assigned)
  • Hire staff to fill vacancies, provide for adequate training, and issue discipline as needed.
  • Provide guidance and support to staff on complex issues.
  • Track and monitor the program’s financial commitments, and timeliness of expenditures to meet both budgetary constraints, and federal requirements.
  • Coordinate responses to issues brought by City Council, auditors, HUD, and the public regarding the administration and outcomes of the program.
  • Ensure the integrity of data collection.
  • Single-Family
  • Develop departmental policies and procedures and organizational strategies related to single family programs.
  • Oversee the development of project management tools such as tracking, reviewing and reporting program progress.
  • Oversee the development and implementation of action plans, scopes and deliverables for all single family programs.
  • Work cohesively with the Chief of Housing Inspections and inspection staff to ensure program benchmarks are met.
  • Provide guidance to the Chief of Housing Inspections on recruitment and retaining of contractors on the pre-qualified contractor list in order to meet the needs of the single family programs.
  • Ensure program managers are adhering to project budgets and timelines.
  • Oversee close-out and evaluation of all single family programs.
  • Prepare reports, and present to senior management on the outcomes achieved through the administration of single family home repair programs.
  • Coordinate and meet with representatives from other City departments, State and Federal agencies, and other partners to ensure broad community alignment with the City’s goals in single family housing.

  • Multi-Family

  • Supervise work of subordinates to determine the financial feasibility, site suitability and develop capacity of applicants to the City’s Affordable Housing Development Program.
  • Responsible for updating and publishing the program statement, aligning policies with priorities of the department and set the agenda for the departments award Committee prior to presenting for City Council consideration.
  • Assign work and supervise a team of Housing Development Specialists who perform housing
  • development and policy work.
  • Manage the program’s pipeline of multifamily developments from predevelopment, through the
  • underwriting, closing, and construction phases, to stabilization.
  • Organize, and set the agenda for the department’s award committee.
  • Convene bi-annual public meetings to solicit feedback, and provide updates on the City’s
  • affordable housing development program Notice of Funding Availability (NOFA).
  • Meet with developers seeking the City’s support for State and Federal subsidies, such as low-
  • income housing tax credits, to ensure alignment with Department priorities.
  • Coordinate and meet with representatives from other City departments, State and Federal agencies, and Community Development Financial Institution’s (CDFI’s) to ensure broad community alignment with the City’s goals in affordable housing, including those involved in the Affordable Housing Leverage Fund, as well as other City initiatives.
  • Prepare reports, and present to senior management on the outcomes achieved through the administration of the Affordable Housing Development Program.

Minimum Qualifications

Qualifications (required)


  • Bachelor’s degree from an accredited college or university with major course of work in urban and regional planning, business administration, public administration, public policy, economics, finance, accounting, urban studies, or a closely related field.
  • Minimum of four (4) years of direct experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data is required.
  • No work experience as a Supervisor is required; however, the applicant should have experience in leading teams, projects, or other assignments that illustrates supervisory capabilities sufficient to supervise reporting compliance professionals.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Qualifications (preferred):
  • Master’s degree in urban and regional planning, business administration, public administration, public policy, economics, finance, accounting, urban studies, or a closely related field.
  • Four (4) of more years of experience working with federal housing and grant programs such as the Low-Income Housing Tax Credit (LIHTC), HOME Investment Partnership, NSP, Lead Hazard Reduction and CDBG.
  • Four (4) or more years of professional project management experience.

Single-Family
  • Four (4) or more years of professional experience overseeing owner-occupied single family home repair programs, specifically those federally funded through the U.S. Department of Housing and Urban development (HUD).

Multi-Family
  • Four (4) or more years of professional experience in underwriting grants, loans, or other financial instruments for commercial real estate developments, and/or affordable housing developments.
