Under the leadership of a Team Leader, the position is responsible for the analysis, design, development, testing, implementation, maintenance, support, and training of the school division's business information systems.

BACKGROUND

Virginia Beach City Public Schools (VBCPS) provides an array of instructional opportunities to over 65,000 students throughout the City of Virginia Beach. With 92 large offices throughout the city, VBCPS has one of the largest networks in eastern Virginia. VBCPS employs approximately 15,000 employees ranging from office roles, bus drivers, HVAC, and craftsmen to teachers. In addition to providing instruction, VBCPS services include serving over 400,000 meals to students each week and providing round trip transportation for over 50,000 students each school day. As you can see from these examples, the breadth of services VBCPS provides makes it a large and complex technical environment.

The goal of the Department of Technology (DOT) is to create value for Virginia Beach City Public Schools by implementing great technology and providing the best services and support possible for our students, teachers, and staff. Approximately 100 dedicated team members support the VBCPS technical environment by providing network, telecommunications, data center and server, security, application, and end-user support services. Successful team members must adopt DOT's tenacity to provide the highest level of service possible and keep pushing the envelope for what's possible when providing services to Virginia Beach students and families.

ESSENTIAL TASKS

  • Plan, design, configure, test, deploy and assist in the development of new applications, reports, and processes, as well as implement upgrades and enhancements to existing solutions.
  • Meet and collaborate with decision makers, systems owners, and end users, to define and record business requirements and systems goals, and identify and resolve business systems issues.
  • Develop system and process documentation.
  • Ensure compatibility and interoperability of in-house computing systems.
  • Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems.
  • Conduct research on hardware and software products to justify recommendations and support purchasing efforts.
  • Create system models, specifications, diagrams, and charts to provide direction to system developers.
  • Create test plans and coordinate and perform in-depth tests, including end-user reviews, for modified and new systems.
  • Provide orientation and training to end users for modified and or new systems.
  • Perform related tasks as needed.

KNOWLEDGE, SKILLS AND ABILITIES

Must have proven experience in the design, development, support, and implementation of software and hardware solutions, systems, or products. Prior experience with systems such as K-12 human resources and payroll, and/or public sector financials, accounting, and procurement systems is preferred. Comprehensive knowledge of systems design and development process, including requirements analysis, software design, programming, pilot testing, installation, evaluation, and operation management.

EDUCATION AND EXPERIENCE

Required: Bachelor's Degree in applicable fields of computer science, information science, management information systems, or business administration or a High School diploma/GED and 8 years of experience in an equivalent field.

Preferred: Minimum of seven (7) years of related work experience.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Frequent sitting, walking, bending, grasping, fingering, repetitive motion, and reaching. Work involves moderate exposure to loud noises. Ability to lift up to 20 pounds frequently. Salary Range: From/To

Salary range: $71,760-126,141

Salary will be based on job-related creditable years of full-time, verified work experience. Entry-level salary will be awarded at the time of hire. Upon the return of employment verification forms from the candidate's current and previous employers, the salary will be adjusted if creditable full-time experience is confirmed.
