Under administrative direction of the Director of Human Resources, the Talent Acquisition Specialist is responsible for assisting territorially with sourcing, identifying, hiring, and onboarding highly qualified individuals to fulfill the Authority's various employment needs. This position will be responsible for overseeing the Talent Acquisition center of excellence in the Authority's Human Resource Department Structure. EXAMPLE OF DUTIES
Deliver full life-cycle recruiting e.g. sourcing, screening and preparing candidates for interviews with hiring managers. Offer job candidates compensation packages.Provide positive representation of VIWAPA during the recruiting process through positive candidate experiences from the initial application to the final on-boarding process.Lead employer branding initiatives through close partnership with our Communications team. Organize and attend job fairs and recruitment events. Maintain awareness of industry practices, industry trends and recruitment standards.Collaboratively consult with HR Business partners and hiring managers to recommend strategies for identifying and recruiting potential candidates. Identify key performance factors, develop sourcing pools and establish interviewing criteria.Forecast quarterly and annual hiring needs by department.Ensure job descriptions and interview questions reflect each position's requirementsProactively create applicant pools and talent pipelines by posting job ads through job boards, social media, employment agencies, professional associations, connecting with educational institutions, and the creation of an employee referral program.Assess candidate information, including resumes and contact details, using an Applicant Tracking System.Evaluate applications, review resumes, conduct reference checks and complete initial phone interviews to establish a narrow but quality candidate pool.Pre-screen applicants and make recommendations to hiring managers on the top candidates for in-person interviews.Foster long-term relationships with past applicants and potential candidates. Develop long-term recruiting strategies and nurture trusting relationships with potential hires.Create strong talent pipelines for our current and future hiring needs through active participation in the development of Succession Planning and Employee Development Programs for existing employees.Facilitate New Hire Orientation, Manager Supervisor Onboarding, and other department training initiatives as assigned.

MINIMUM QUALIFICATIONS
Proven work experience as a Talent Acquisition Specialist or similar role with hands-on experience with full-cycle recruiting (job screening, hiring practices, and recruitment) and using various interview techniques/evaluation methods. Demonstrated proficiency with applicant tracking systems (ATS) and human resource information systems (HRIS).Demonstrated proficiency in Office applications such as Outlook, Word, Excel, PowerPoint etc. as well as popular social media platforms, such as Facebook and LinkedIn, etc. Basic knowledge of labor unions, regulations and practices.Knowledge of contracts, such as non-disclosure agreements, and service level agreements preferred. A working knowledge of human resources functional areas and applicable VI employment laws is expected.Knowledge of the full life cycle recruitment process is required. Comprehensive knowledge of ethical and professional recruitment standards associated with employment in public power or utility companies preferred.

SUPPLEMENTAL INFORMATION
Bachelor’s degree in Human Resources or related field and a minimum of three years human resources experience preferred. Professional in Human Resources (PHR) certification preferred.
