Job Purpose
The role holder will represent TTS on a range of control Forums across legal entities and control themes. This role plays a leading contribution to the strategic direction in the articulation and co-ordination of the internal control framework and takes direct ownership for the oversight of Regulatory and Compliance risk processes and controls across the Front Office (first line of defense).
This role includes the delivery of a strategic vision for the Regulatory and Compliance Risk framework for TTS, (in line with global frameworks) BAU controls & risk framework roll out along with managing and owning the relevant governance, oversight of the change book of work & BAU relating to Regulatory and Compliance risk in TTS.
This role holder will be required to engage with external parties & stakeholders (such as Regulators, Third Party vendors).
Key responsibilities:
The following are some of the specific activities expected of this role:
Strategic:
Take ownership for global Regulatory and Compliance risk agenda & delivery
Help drive and deliver global standardization of Regulatory and Compliance risk controls
Drive the strategy for First Line Transaction Monitoring, Supervision, Regulatory and Compliance Risk Framework,
Oversight and Governance for Surveillance Risk and Control in TTS.
Bringing together the global Regulatory and Compliance risk agenda & controls in TTS,
Help develop & feed into the global Culture program
Accountable for the successful delivery of change in line with overall Regulatory and Compliance programs across all regions in TTS
BAU:
Manage the global Regulatory and Compliance risk teams in TTS
Oversee and provide direction to staff responsible for Regulatory and Compliance Risk management in TTS
Ensure the timely and efficient roll out of new Regulatory and Compliance risk controls
Represent TTS Risk and Control on key control and legal entity governance committees
Resource management & talent management across the Regulatory and Compliance risk teams in TTS
Assist in the management of key regulatory relationships for the business in interactions relating to Regulatory and Compliance Risk
Structure and oversee the execution of Regulatory and Compliance risk First Line processes and controls owned by the Regulatory and Compliance Risk team in TTS and assist other First Line groups in the effective oversight of Business owned controls through tools such as risk assessments, control testing, supervision etc.
Interact with Audit and other Control groups to drive forward control enhancement initiatives and investigate control failures
Regulatory and Compliance metric enhancement & creation to capture and measure existing and new Regulatory and Compliance Risks requirements globally for TTS
Build a high performing risk management and controls organization and ensure proper staffing and expertise exists at the line of business level and build capabilities, processes and teams that meet heightened risk management expectations.
Stakeholder management internal & external
Collaborate with other regional control leaders, LOB control leaders and risk control leaders to build Regulatory and Compliance consistency across regions and consistent across LOBs
Responsible for working closely with and across the TTS business to promote a strong risk culture to ensure effective communication and collaborative partnerships
Manage relationships and foster a team orientation with business heads, independent risk management, legal, audit and multiple regulators.
Ensure activities are consistent with Citi’s Regulatory and Compliance risk frameworks, policies, and programmes and risk appetite framework.
Reinforcing the tone at the top regarding risks via risk management communications and the articulation and dissemination of key risk-related documents (i.e., statements of risk appetite, risk metrics and boundaries, and associated policies and procedures).
Regulatory:
Sponsor, drive & deliver the FRB deliverables globally for TTS
Remediation for all regulatory requirements relating to Regulatory and Compliance risk in TTS
Understand and own horizon scanning & competitor landscape analysis for Regulatory and Compliance Risk globally & ensure the alignment globally to the Regulatory and Compliance risk agenda
Regulatory engagement and feedback on Regulatory and Compliance linked items
Knowledge, Experience & Skills: Excellent understanding Regulatory and Compliance Risk along with full TTS trade lifecycle across front office, middle office, back office and control functions and associated infrastructure.
Able to demonstrate extensive experience of:
Experience at Managing Director level with global team & delivery remit
Regulatory and Compliance Risk understanding, implementation & framework delivery
Advanced level experience in a TTS/ICG control related roles
Ability to work with and influence Senior management in regard to Regulatory and Compliance risk
Creating and leading large high preforming teams
Experience in dealing with Regulatory authorities and an understanding of the key control related themes in the TTS sector
Experience working on culture change initiatives which affect the banking community.
Working closely with all relevant teams and leaders to implement an effective control environment across TTS to deliver effective Regulatory and Compliance risk mitigation
Developing and implementing a vision for Regulatory and Compliance risk across 1LOD, with evidence of progress towards implementing the end state with the desired target operating model
Partnering with business to deliver effective change to improve accountability
Knowledge and expertise in the Treasury and Trade solutions business
Able to evidence a strong track record of shaping and driving change and leading large teams both in and outside region
Project management in a TTS front office environment
Successful delivery of change requiring significant stakeholder engagement and coordination
Audit/Compliance experience
Skills and Competencies – Must be able to demonstrate extensive experience of:
Established Managing Director. Must be able to lead and secure an enhanced level of engagement internally with the business and able to engage and represent the Bank externally with the regulators.
Meaningful knowledge across enterprise risk management framework, including risk identification, risk appetite and strategy, risk-related decisions, processes and controls, risk analytics and governance
Understanding of best-practice risk management techniques across financial services industry specifically within Regulatory and Compliance risk
Proven manager and leader to be able to motivate, further develop the existing team. Leading in a co-operative and collaborative working environment
Excellent advanced level experience in influencing, communication, interpersonal and organizational skills to mobilize and motivate delivery, with an ability to build relationships and interact effectively with stakeholders and regulators
Proven leadership and project management skills to drive alignment across stakeholder groups to develop and deliver sustainable Supervisory risk management solutions and controls
Proven ability to build and lead high performing teams.
Strong financial, analytical skills along with exceptional strategic planning experience & skills
Effective engagement and driver of constructive credible challenge
Proven ability to proactively manage and resolve conflict and effectively defend decisions with objective rationale
Qualifications:
College/university education preferred,
15+ years’ experience in senior leadership roles with an exceptional track record of delivery.
