PURPOSE:
As a Project Manager, will primarily be responsible for managing peer review and other scientific meeting activities for two or more major customer offices. The project activities annually include multiple sponsors with different contracting mechanisms. The project manager coordinates a wide range of virtual, in-person, or hybrid peer review and scientific meeting activities including postal reviews, panel reviews, workshops, advisory committees, and principal investigator meetings.

PURPOSE:
As an Associate Manager, take responsibility for all aspects of managing assigned complex Research Reviews and other scientific meeting projects including planning, organizing, budgeting, cost control, time schedules, quality assurance, sponsor communications, and staff coordination. Responsible for ensuring all program, and ORAU procedures, policies and regulations are met and maintained within the project. Actively manage program development activities for assigned customers and projects. Participate with other department managers and other ORAU and Oak Ridge Institute for Science and Education (ORISE) staff in planning and developing activities for the department and the broader ORISE/ORAU organization.

Responsibilities:
Personnel Coordination
- Plan, organize, direct, and schedule the work of employees, equipment, and material within budgetary and quality standards.
- Defines organizational goals and implement strategies for addressing these goals, consistent with maximizing organizational efficiency and performance.
- Recommend and institute measures to improve operations and increase efficiency.
- Propose, monitor, and comply with project budgets.
- Examine work for exactness and conformance to policies and procedures.
- May manage at least one project manager.
- Analyze workforce needs and establish personnel requirements.
- Requisition and select qualified employees necessary to meet established requirements and organizational goals.
- Assign employees to jobs, establish standards and training for the proper performance of work and familiarize staff with company rules, procedures, and policies.
- Maintain discipline of employees under supervision in accordance with established policies.
- Assume responsibility for the proper application of established human resource administration policies, safety and health regulations, and local, state, and federal regulations.
- Initiate action and approve or recommend approval of hires, disciplinary actions, leaves of absence, promotions, reductions-in-force, performance evaluation, salary increases, terminations of employment for cause, separations, transfers, and other personnel actions.
- Approve or disapprove leave requests, timecards, and work schedules.
- Approve employee travel and reimbursement.
Project Management
- For work supported by multiple sponsors with different and complex contracting mechanisms:
- Plan activities and resources to meet customer requirements and agreed upon deliverables.
- Promote customer focus and meeting customer needs.
- Organize activities to meet business objectives.
- Maintain frequent customer contact to assure work is acceptable and timely.
- Identify and solve problems to maintain and enhance quality customer satisfaction.
- Works collaboratively with other project managers, associate managers, operations coordinator, and group managers to ensure adequate staff and resource coverage for all project activities.
- Brings all staffing and resource concerns to the attention of the senior manager and/or director.
- Clearly communicates requirements of all delegated tasks to ensure all project team support members have clarity of work to be performed.
Professional and Technical Performance
- For complex research review and other scientific meeting projects:
- Maintain and apply knowledge on the coordination of in-person, virtual, and/or hybrid peer reviews and scientific meetings.
- Understand the policy and directives of the sponsor groups related to reviewer search, conflict of interest and confidentiality, overall peer review procedures, and documentation.
- Understand the overall research cycle per customer organization and apply knowledge to provide technical assistance in each part of the research cycle.
- Provides expert peer review and other scientific meeting support guidance to customers, communicating resource constraints when necessary, and recommending support tools based on customer expressed needs.
- Expert in planning and coordinating in-person, virtual, and/or hybrid research reviews – postal and panel - and scientific meetings including set-up and operation of PeerNet and PAMS and maintaining knowledge and experience with virtual technologies and tools to include facilitation support.
Financial Management
- Coordinate with program sponsors to determine funding needs and ensure adequate funding is available before expenditure commitments are made.
- Prepare budgets and control expenditures in accordance with agreed upon deliverables and department and ORAU requirements.
- Approve programmatic expenditures as specified in the Delegation of Approval Authority.
- Advise the senior manager and/or program director on any funding or expenditure issues.
- Track commitments and expenditures at the activity level and report monthly on the status of overall activity funding and expenditures.
Program Development
- Demonstrate knowledge about the project, department, ORAU and ORISE competencies and promote teaming within ORAU.
- Identify and establish working relationships with potential new customers and new personnel within the customer base.
- Provide input to statements of work and field work proposals.
- Participate on teams to prepare proposals for new work.
Communications
- Maintain close communications with senior managers and program director on quality assurance, staffing for research review activities, issues and developments related to personnel, sponsors, and other operational activities.
- Provide input to department annual planning and setting of near and long-term goals and objectives.
- Work closely with counterparts in ORAU Business Operations to ensure smooth operations and timely delivery of products.
Bachelor's degree in business, scientific, technical, education or related field and 6-9 years of job-related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
- Qualified, by virtue of on-the-job performance, as a task lead in the planning and coordination of peer and merit reviews for competitive research grants or formalized review of work products.
- Experience taking customer requirements for a peer or merit review and tailoring PeerNet© to meet the needs of the review.
- Experience establishing a productive meeting environment and providing on-site or virtual assistance in all phases of the conduct of panel review and other scientific meetings.
- Ability to understand the policy and directives of the sponsor groups related to reviewer search, conflict of interest and confidentiality, overall peer review procedures, and documentation required.
- Ability to understand the overall research cycle per customer organization and apply knowledge to provide technical assistance in each part of the research cycle.
- Must have expert knowledge in planning and coordinating in-person, virtual, and hybrid research reviews – postal and panel - and other scientific meetings, and in the set-up and operation of PeerNet.
- Must have experience and be skilled to use and support a variety of virtual conferencing tools.
The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
