Position Summary:

The Chief Program Officer (CPO) oversees Doorways direct service programs, ensuring consistency in service delivery, approach, and outcomes toward meeting Doorways’ mission. The CPO is responsible for ensuring the high-quality implementation and delivery of all programs in the Doorways model including a trauma-informed, strengths-based, client-centered, housing-first approach. The CPO serves as the programmatic and clinical practice leader for the organization. This role reports to the President and CEO and is a critical member of the executive leadership team, advising on strategic initiatives to enhance and achieve the agency’s goals and deliverables.


The Chief Program Officer (CPO) provides clinical direction, oversight, and coordination of the work across programs, including the Domestic and Sexual Violence Emergency and Crisis Response, Housing and Homeless Programs, Community Based Programming and Advocacy - including Counseling Services and Primary Prevention and Outreach efforts. The CPO provides direct supervision and mentorship to senior leaders across client services, prevention, and outreach team. This position works with program leaders to ensure the team of direct-services staff (35+ FTEs) deliver coordinated and effective services in two intensive 24/7 crisis and therapeutic residential settings, as well as community-based programs, and prevention and education settings.


The CPO works closely with Doorways’ partners and local and regional agencies in creating systems-level and community-wide solutions for the issues our clients face. The CPO is responsible for organizing and supporting clinical staff in responding to after-hours emergencies across programs as well as providing grounding leadership to teams responding to all client care and needs. The position is full-time and requires flexible working hours including evenings and occasional weekends, as well as on-call clinical support as needed.


The ideal candidate for this role will be an individual who is committed to and passionate about our mission and is knowledgeable in the field of Intimate Partner Violence, Trauma, and Housing-first best practices. The candidate will possess and demonstrate a positive and solution-focused attitude and excels at providing leadership and collaboration in times of fast-paced, changing client needs. The CPO will embody and represent our agency values of trauma-informed care, empathy, equity, collaboration, empowerment, respect, integrity and accountability.


Essential Duties and Responsibilities include the following:


Organizational Leadership

  • In partnership with the Chief Executive Officer and leadership team, translate agency strategic plans into operational plans and oversee execution to ensure organizational goals are met.
  • Identify and implement strategies to improve quality of client care, staff performance, and operational efficiencies across the organization. Ensure all programs are meeting and exceeding contract requirements and best industry standards, including the Virginia Sexual and Domestic Violence Professional Standards for Domestic and Sexual Violence Agencies.
  • Serve as a subject matter expert and agency representative in mission delivery, trends in related fields, and evidence-based and promising practices that support exceptional client services.
  • Orchestrate multidisciplinary teams to ensure exceptional quality in client care, facility accommodations, and staff/volunteer-client interactions.
  • Lead efforts to create, update, and implement tools that support cohesion, process improvement, and flow of communication across client service programs and other departments.
  • Actively participate in agency-wide budget development in tandem with Program Directors. As a team, monitor actual results against budget on a monthly basis.
  • Actively participate in quarterly program financial meetings with Program Directors, Director of Grants and Performance Evaluation and Chief Financial Officer to ensure program financial objectives are in synch with budget and Program Directors are clear on financial responsibilities.
  • Actively lead, participate and contribute to community, regional and state initiatives related to agency mission.
  • Lead and actively participate on assigned Board Committees to facilitate board education, performance of duties and staff-board partnership in executing agency goals.

Staff Leadership and Programmatic Support

  • Provide day-to-day oversight and support to ensure program leaders deliver services in accordance with Doorways’ mission, values, agency policies, and all applicable Federal, State, and County laws and requirements.
  • Work with Human Resources to create and maintain an organizational climate of belonging, equity, and inclusion that attracts, motivates and retains diverse, high-quality staff who have clear understanding and motivation to thrive in roles and responsibilities.
  • Create, implement and maintain systems, processes, workflows, and policies and procedures that support multi-disciplinary, comprehensive, coordinated, trauma-informed, and equity-centered client service delivery.
  • Actively and proactively build staff and teams in areas of collaborative engagement, mission connection, leadership, trauma-informed service delivery and supervision, and effective decision making.
  • Lead or participate in staff meetings to stay informed of client, staff and programmatic needs.
  • Directly supervise assigned direct reports via individual and group supervision that fosters professional development and growth, employs reflective and trauma-informed supervision practices, and upholds agency personnel and program policies for staff supervision.
  • Oversees and coordinate on call managers systems to ensure appropriate level of support and coverage for our 24/7 programs.
  • Supports and coordinate the implementation of all client service training content for staff and volunteers in accordance with agency standards of care, funding requirements, and accreditation standards.

Operations, Quality Assurance and Compliance

  • The CPO ensures staff receive trauma-informed supervision and, for those eligible, clinical supervision (via direct and indirect support).
  • In collaboration with the Director of Grants and Performance Evaluation and Program Directors, plan and implement a quality assurance strategy to include scheduled internal audits related to program performance, quality control, data collection, tabulation and reporting, standards of care and contract compliance.
  • Lead annual program evaluations for all client service programs, partnering with Directors to identify and act on areas of strength and improvement needs to ensure excellence in program operations and data management.
  • Ensure program and agency outcomes and benchmark results meet contractual and accreditation requirements, industry standards, and best practices in the field.
  • In collaboration with President/CEO, Director of Grants and Performance Evaluation, support negotiations and oversee implementation of all program contracts to ensure Doorways delivers on all areas of contract agreements, funder requirements, scope of work, timelines and all other deliverables.
  • Partner with Director of Grants and Performance Evaluation Manager to provide quarterly quality assurance on grants revenue and expenses, ensuring accurate use of restricted funds and cash flow projections by Finance.
  • Spearhead and ensure policies and procedures are updated on a regular basis and promote agency culture and values, are clear and support open and timely guidance and agency expectations, and are reflective of internal protocols and in accordance with external requirements.

Strategic Thinking, Program Development, and Community Relations

  • Continuously research new funding opportunities and collaborate with President/CEO and other members of senior leadership to conduct application cost benefit analysis, and programmatic fit and readiness.
  • Amplify and crystalize client voices, program needs, trends, and potential new directions for optimal mission success.
  • Collaborate with Development and Communications team in solicitations, cultivation, and reporting to private funders, community, and other stakeholders.
  • Build and maintain effective strategic partnerships to enhance Doorways mission, including developing new MOUs, increased collaboration with allied agencies, and strengthening relationships with ongoing partners.

Agency Responsibilities

  • Demonstrated alignment with Doorways core values and mission.
  • Demonstrated acceptance and respect for cultural diversity in all its forms, including race, ethnicity, sexual orientation, abilities, and religious backgrounds and an ability to work collaboratively in an ethnically, linguistically, and culturally diverse environment.
  • In partnership with Doorways staff, assist with Doorways client and community events.
  • Maintain current industry knowledge and best practices.
  • Adhere to agency policies and procedures.
  • As part of the Executive team, serves as a back-up support for other members of the Executive team when needed.
  • Ensure quality assurance is happening across multiple programs, including maintenance of client records, and contractual adherence.
  • Maintain CPR/First Aid certification.
  • Flexibility and availability to participate in agency’s on call rotation
  • Adhere to agency policies and procedures.

Knowledge and Skills Needed:

  • 10+ years’ experience working with domestic and sexual violence survivors, human services, homeless and housing, and/or in residential services.
  • 5+ years’ experience in leadership positions, specifically program management, and supervision of multiple teams. Demonstrated ability to lead and supervise different teams of qualified professionals in fast paced environments and crisis response programs.
  • Master’s degree in human services, public administration, social work or a related field is required.
  • Thorough knowledge of issues and policies related to interpersonal violence and family homelessness (HEARTH Act, Violence Against Women Act -VAWA-, Victims Of Crime Act-VOCA).
  • Flexible and a self-starter; able to multi-task while also being willing to “roll up the sleeves” and get tasks done; ability to remain calm in stressful situations; meet deadlines while maintaining accuracy, attention to details, and adherence to company policies and procedures.
  • Strong organizational skills with solid project management abilities.
  • Ability to make sound judgment and decision making in order to manage the complexities and uncertainties in the human services, crisis response programs, and nonprofit environment. Ability to champion and manage change.
  • Strong verbal and written communication skills; excellent oral presentation skills.
  • Must have high level of interpersonal skills to handle sensitive and confidential situations. Excellent people skills, with demonstrated experience collaborating in a multi-disciplinary, diverse, and dynamic team.
  • Must possess excellent computer skills, including proficient knowledge of Microsoft Office, Word, Outlook, Excel, electronic client records, databases and the internet.
  • Clinical licensure (LCSW, LPC, etc) in the Commonwealth of Virginia preferred.
  • Bilingual skills in Spanish a plus.
  • Must live in the DMV area.

    Compensation:
  • $110,000 - $125,000 commensurate with experience.
