Data Services Manager

Position Summary:

The Data Services Manager leads the data services team in managing the end-to-end life cycle of enterprise data and data systems. This position leads organization-wide data governance, develops data-related shared services, and supports the regional educational community by leveraging modern data tools that advance equitable opportunities for every learner.

Duties and Responsibilities:

1. Supervise the data services team including application support and PIMS/State Reporting for AIU internal schools and Shared Services Partner Districts.

2. Develop and lead an enterprise-wide data governance program, which includes creating and running a data governance council.

3. Oversees maintenance of business rules and Data Quality Management activities to align with up/downstream data needs and changes.

4. Develop data models in support of data warehouse enhancements for enforcing data governance principles (data retention, security, metadata, etc.) in collaboration with Technology Services team members and functional application owners.

5. Ensures operational compliance by implementing controls in organization systems and processes.

6. Ensure that data collected internally and externally meets quality standards.

7. Manage data governance processes focusing on quality, consistency, usability, and availability of information to the business and downstream systems.

8. Serve as a liaison between Business and Functional areas and technology to ensure that data related business requirements are clearly defined, communicated, and well understood.


Qualifications


1. BA/BS Degree in Information Technology, Business Administration, Marketing or related field AND 3 years product/program management, project management, management consulting OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

2. Structured relational database concepts, semi structured and unstructured data, modern data warehousing concepts, Microsoft SQL Server 2016 and higher, MySQL, NOSQL, etc.

3. Effective communication skills and relationship management skills

4. Experience with Data Governance, Data Management software including data catalogue and data lineage tools.

5. Experience with/knowledge of dimensional and relational data models, BI reporting tools and data integration tools/methodologies, and data visualization, statistical computing tools (R or Python/Pandas) and geographic information software (ArcGIS).

6. Proficient in business process analysis, and data model, process flow, functional architecture documentation, and agile methodologies

7. Experienced in data architecture, relational data modeling methodologies including normalized data modeling, start schema modeling.

8. Experience in database administration, performance tuning, SQL, and data profiling

9. Experience and familiarity with Student and Business Information Systems or comparable applications such as Oracle, Powerschool, Skywards, PIMS.

  • Experience and familiarity with Ed-Fi Common Data Standard and Operational Data Store.

Reports To: Chief Technology Officer

Position Schedule: This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:00 a.m. to 4:00 p.m. Hours are dependent on the needs of the districts. Occasional evening and/or weekend work may be required as job duties demand.

Salary: Grade 16

Benefits: Act 93
