The position is located on Oahu (Downtown Honolulu).

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs.
The function of this organizational unit is to conduct a continuing program of examinations and financial analysis of Hawaii domiciled insurance companies, agencies and mutual benefit societies, to determine financial condition, solvency and compliance with applicable laws and regulations. The branch also reviews filings, processes and collects Premium and Surplus Lines taxes, and approves applications for issuance of certificates of authority to conduct the business of insurance in Hawaii.
The position will be responsible for the examination and financial analysis of the operations and practices of insurers to determine financial condition, solvency and compliance with applicable laws and regulations; planning, organizing and processing the applications for insurance companies seeking a Certificate of Authority in Hawaii, reviewing foreign and alien filings on mergers and acquisitions, assisting in the drafting of proposed insurance legislation and the training and directing of lower positions.
Education: Graduation from an accredited college or university with a baccalaureate degree with at least twelve (12) semester credit hours in accounting and/or auditing subjects.
General Experience: One (1) year of professional work experience in accounting or auditing which required the knowledge and application of generally accepted professional accounting and/or auditing principles and practices.
Specialized Experience: Three (3) years of professional experience in accounting in the insurance field or of auditing or financial examination of insurance business operations which provided knowledge of the insurance industry organization, operations and practices; and laws, rules and regulations governing the conduct of such businesses.
Possession of a Certified Public Accountant (CPA) license is desirable.
Knowledge: Understanding the state laws, rules and regulations governing the conduct of the captive insurance business; principles and practices of accounting and auditing; insurance industry organizations, operations and practices; financial and annual statements developed and/or approved by the NAIC.
Skills/Abilities: Conduct examinations of insurance companies; detect and critically analyze irregularities and deficiencies of company operations; examine, verify and reconcile various financial accounts and records; prepare clear and concise reports; make recommendations based upon findings; proficient in computer software including Microsoft Word, Excel and NAIC programs; communicate effectively both orally and in writing; establish and maintain effective working relationships with others; calculator by touch.
Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
