IT CYBERSECURITY SPECIALIST (INFOSEC)
Job description
Duties
1. Provides technical expertise to the development of operator tradecraft and risk mitigations to establish objectives and parameters for the allocation and application of Enterprise Resources (ER) used to conduct CO.
2. Coordinates with USCYBERCOM Staff, other DOD cyberspace elements, and OGAs to provide support to current and future operations planning efforts.
3. Conducts and leads comprehensive after action analyses to assess the extent to which ER were appropriately and effectively applied to address CO objectives and challenges, and ensure the J3's agile application of ER to address the DoD's evolving CO requirements and priorities.

Qualifications

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of and demonstrated high degree of skill in applying concepts, principles, and practices associated with all phases of CO to the design/composition of IT-based ER and TTPs, their integration into operations plans and real-time application, and after-action analysis to test and validate efficacy; broad and current knowledge of the DoD cyberspace program landscape, including interests shared with OGAs; deep and broad knowledge of cyber threats and vulnerabilities and the specific operational impacts of cybersecurity lapses, as well as how the Command and other DoD and OGA operational units apply cybersecurity principles, capabilities, and tools to address them; expert knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in application of advanced information technology concepts and capabilities to Joint Cyberspace Operations (CO) planning, and extensive familiarity with how IT facilitates military operations.
2. Knowledge of CO policy and doctrine, and ability to apply such knowledge in negotiation of cyber issues on an inter-command, inter-service, and interagency basis.
3. Ability to select and apply qualitative and quantitative methods and techniques to the assessment, validation, and improvement of Enterprise Resources' (ER's) and Tactics, Techniques, and Procedures' (TTPs') operational effectiveness.
4. Knowledge of enterprise networking, including wireless networking, security configurations, and tools and techniques used to test security Knowledge of and skill in employing tools and techniques used to leverage security vulnerabilities within computer systems and network environments. Ability to understand and leverage multiple vulnerabilities, as well as the threats and related evasion techniques used as part of effective operational tradecraft.
5. Skill in development and application of advanced network penetration testing methods and signature evasion techniques. Knowledge of signature reduction methods and online persona usage.
6. Ability to lead study teams, tailor methodologies to address project-specific objectives, and execute projects and/or studies within established financial and/or time constraints. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations with other technical and functional cyberspace SMEs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
