This position exists to oversee the collection of title and registration revenue for the State of Minnesota, including vehicle titles and registration, driver’s license, identification cards and instruction permit application, International Registration Plan cab cards and International Fuel Tax Agreement (IFTA) credentials, Dept. of Natural Resources title and registration, and Game and Fish Licenses. Position includes providing technical expertise, supervision, preparation and transmission of daily reports and deposit of funds collected. Includes actively assisting, supporting and educating customers with registration and title, driver’s license, hunting and fishing, snowmobile, ATV & watercraft questions.
Essential Duties
Essential Duties and Responsibilities include the following. Other responsibilities and duties may be assigned.
Extend prompt and courteous treatment to all customers regardless of race, color, creed, religion, national origin, sex marital status, familial status, disability, public assistance status, age or sexual orientation.
Provides direct supervision and coordination of License Bureau staff including performance reviews. Assigns work tasks, evaluates, trains, monitors work and disciplines.
Responsible for plate and validation sticker inventory and money received in payment of taxes and fees for the State of Minnesota. Orders license plates and validation stickers, when needed.
Prepares the License Bureau budget on an annual basis.
Accurately answer customer inquiries and provide timely information and options concerning all phases of motor vehicle, driver’s license and DNR transactions.
Handle complex and unique questions from customers, both in person, on the telephone or via e-mail. Solve customer problems by interpreting their inquiry in the most efficient manner possible.
Demonstrate the highest level of professionalism. Answer all calls using the applicable call components, so that quality service is provided and that a positive public image is maintained.
Review documents received for accuracy; determine, verify and collect proper fees and taxes, process, and enter the information into the appropriate website.
Employ human relation skills to encourage the customer to comply with statutes, rules, policies, and procedures.
Deal with the most difficult customers, intervening in escalated matters, in a tactful and diplomatic manner to diffuse the situation and calm the customer, when possible.
It is essential that the employee is one of the departments’ technical experts. Has expert knowledge on all phases of motor vehicle and title work transactions, Drivers License transactions, DNR transactions, departmental processes, departmental records, computer records, work policies, procedures, statutes and deputy rules.
General Duties
Ability to keep accurate records and reconcile daily reports for Motor Vehicle, Drivers License, DNR and Game and Fish and Prorate.
Manage all employee title recertification and data privacy policies required by the State.
Maintain all local surrounding offices (office policies and opening and closures) to ensure Renville County residents are served efficiently.
Obtain and maintain credit card contracts between the credit card processing company and the county.
Maintain office schedules and approve time off requests to make sure office is always well staffed.
Maintain No wait system for appointment scheduling.
Responsible for all invoices tied to license office. Staying up to date with all yearly Minnesota Deputy Registrars Association (MDRA) fees and dues, safe checks.
Order and secure and receive MNCOR plates, registration stickers, and IFTA decals.
Continue office visits with Regional Manager for the district on office performance.
Perform assigned Deputy Registrar duties.
Contact State on all emergency closures or early closing. Be the State of Minnesota contact person.
Minimum Qualifications
Required Education and/or experience:
Two-year certificate or Associate Degree, from college or technical school; and, six years related experience and/or training; OR an equivalent combination of education and experience.
Must be able to pass a background check including fingerprinting.
Must pass the required data practices training on an annual basis for all systems.
Must be a Certified Title Clerk by testing required by the Department of Public Safety within twelve months. Must make sure all staff are certified.
Selection Process
Applicants meeting the minimum requirements will be invited to an interview on Thursday, April 20 in the morning.
Second round interviews, for those selected, will be held on Monday, May 1 in the morning.

Pay: $25.73 - $35.71 per hour
