Position Overview

The Division of Mental Health is seeking to hire a position to evaluate, monitor and analyze community-based program grant making requirements regarding services designed to benefit individuals in Illinois with serious mental illness. This involves developing and implementing operational procedures to provide for the execution of grant agreements for 50+ Division of Mental Health grant programs. This position plans, organizes, directs, and integrates work activities to provide a timely and effective execution of grant agreements as well as monitors compliance with established state and federal laws and guidelines that govern implementation requirements; and participates in the analytical review of service utilization activities utilizing a systematic analytical approach to conceptualize the impact of various programs as they affect clients who are severely emotionally disturbed and their families from a statewide perspective. Develops an evaluation methodology for the Mental Health Service System grant application funding opportunities.

Job Responsibilities

  • Evaluates, develops and analyzes community-based program grant making requirements regarding services designed for eligible entities.
  • For eligible entities, provides technical assistance and conducts analytical and programmatic reviews of current programs and community- based programs.
  • Provides technical assistance to state staff, grant applicants and awardees regarding the service delivery system design.
  • Develops an evaluation methodology for the Mental Health Service System grant application funding opportunities documents.
  • Serves on task forces, associations, and organizations to review issues regarding mental health services acquisition process.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.
  • Requires three (3) years progressively responsible professional experience in management operations analysis.

Preferred Qualifications

  • One (1) year of professional experience working with the application process for obtaining community-based services, including working with the Grant Accountability and Transparency Act, for a public or private organization.
  • Three (3) years of professional experience working with electronic data processing operations and the manner in which they are utilized in operations analysis for a public or private organization.
  • One (1) year of experience providing technical assistance for the grantmaking process, including creating and hosting meetings/trainings on Webex, for a public or private organization.
  • One (1) year of professional experience analyzing problems and developing systems of action.
  • One (1) year of professional experience posting grant opportunities on the OneWeb.
  • Two (2) years of professional experience presenting ideas clearly, both orally and in writing.

Conditions of Employment

  • Requires basic proficiency in Microsoft Office, Adobe Acrobat, and SharePoint Software.
  • Requires ability to meet all agency vaccine/health-related policies and guidance.
  • Requires ability to pass the Illinois Department of Human Services background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
