Duties

A. Lead Duties

  • Leads staff assigned to Fort Gordon Satellite FFSC which includes Work and Family Life Consultant, Accredited Financial Counselor, and Clinical Counselor.
  • Coaches the team, identifies employee developmental needs, encourages self-development, and provides or arranges for training (formal and on-the-job) to maintain and improve team and individual tasks.
  • Provides technical oversight to the team; communicates work assignments through varied methods (e.g.,regularly scheduled meetings, emails, one-on-one discussions); balances workflow of the team.
  • Monitors and reports progress to ensure the Supervisor's instructions on work tasks are met. Institutes organizational procedures that promote communication and harmonious working relationships among the team to develop individual strengths and provide for effective accomplishment of Center's mission.
  • Ensures the FFSP strategic goals, plans and tasks are communicated to the team and integrated to effect accomplishment of the Center's mission.
  • Represents the team to provide FFSC Leadership policy interpretation and implementation for all Family readiness services, ensuring local instructions, standard operating procedures, and guidance reflect current directives, instructions and laws.
  • Maintains necessary program and administrative materials and files; makes available policies, procedures, directives and instructions from the Supervisor to the team. Identifies and advocates for resources as well as for information and decisions on major work issues.
  • Leads team in assessing strengths and weaknesses; exploring work methods, processes and procedures; ensuring team participates in team planning and plays an integral role in developing final team products.
  • Makes recommendations to Supervisor regarding standards of performance; informs Supervisor of performance issues and recommends related actions; communicates award recommendations.
  • Coordinates requests for time off with Kings Bay Technical Advisor (TA) and maintains an employee leave schedule. Approves emergency and other types of leave as delegated by the FFSC TA.
  • Ensures employee timesheets are completed and submitted to the AFSC Site Coordinator located at FFSC, Kings Bay, in accordance with AFSC Time Reporting Policies. Keeps FFSC Director informed of concerns of overuse of leave or issues concerning adequate coverage for the Satellite location.
  • Resolves simple and informal issues/complaints at team level while referring other formal complaints to Supervisor.
  • Coordinates responses to requests for information involving contract staff.
  • Updates contractor recall roster monthly.
  • Completes I9s for new contract staff and assists new hires in the initial onboarding processes.
  • Performs other related tasks as assigned.
B. Clinical Counseling
  • Provides and/or coordinates the clinical services, including intake, workload distribution, assessments, case management, liaison, outreach/marketing, education and partnerships.
  • Serves as the principal advisor and authority on matters impacting clinical counseling programs.
  • Provides short-term, solution focused, non-medical clinical counseling to eligible beneficiaries to assist clients to identify, and effectively deal with and resolve conflicts and problems.
  • Demonstrates effective independent clinical assessment skills by identifying crisis situation, e.g. suicide or homicide risk, danger of physical or sexual abuse to family members and increased risk of further family violence.
  • Provides crisis intervention and safety planning as required.
  • Independently manages assigned cases, consulting with Supervisor where the case is highly complex or presents with special issues.
  • Complies with reporting protocols involving high-risk clients.
  • Ensures the safety and protection of victims and witnesses referring to appropriate resources and authorities.
  • Maintain case records, treatment plans and statistics in accordance with Navy policies and regulations and updates the FFSMIS data system as required.
  • Provides the Sailor Assistance and Intercept for Life (SAIL) Program to all eligible Sailors and provides SAIL program education to all Navy tenant Command leadership teams.
  • Prepares all required clinical reports (recurring and ad hoc) and taskers in a complete, accurate and timely manner.
  • Writes clinical counseling related local SOPs, protocols, instructions and other materials to achieve full compliance with requirements and quality service delivery.
  • Point of contact for receiving reports of domestic abuse and child abuse/neglect and refers the reports to the proper authorities and Fort Gordon Family Advocacy Program.

Requirements

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Specialized experience must demonstrate the following:

  • Knowledge of state, local, federal, family and human resource service agencies and of legal aspects of family relationships, laws protecting children, as well as the professional ethics of marriage, family, individual and child counseling.
  • Knowledge and skill in the assessment and diagnosis of the individual and the family; their needs and expectations; their interpersonal relationships; and their rights and obligations in the areas of economics, social, cultural, psychological, emotional, physical, physiological and legal obligations and rights.
  • Knowledge of the aspects of military life and related situations which create family crisis problems, such as those that might be gained from working in a military service agency.
  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM-V) in addition to technical knowledge of individual, marriage, and family counseling and professional standards appropriate to the field.
  • Knowledge and skill in developing and conducting educational presentations, briefings and case presentations for large and small audiences.
  • Knowledge of diagnostic skills in areas of emotional pathology and psycho-social dynamics with the family and high degree of competence in consultation, program development, teaching and supervision.
  • Knowledge of principles and practices, research methods, group dynamics, motivational psychology, developmental psychology, and family systems therapy.
  • Ability to recognize and define family and individual problems, to independently reach accurate conclusions, make sound recommendations and decisions and provide appropriate solutions.
  • Knowledge of CNIC's EEO policy and procedures.
  • Ability to work under pressure and handle crises effectively.
  • Ability to communicate effectively both orally and in writing.

Education

Per SECNAVINST 1754.8, incumbent must be qualified as a Tier II provider, and shall meet the following requirements:
(1) Education including at least one of the following:
(1) Master's degree from a program accredited by the Council for Accreditation of Counseling and
Related Education Programs or an equivalent degree.
(2) Master's degree from a program accredited by the Commission on Accreditation for Marriage and
Family Therapy Education or an equivalent degree.
(3) Master's degree in Social Work from a graduate school of Social Work accredited by the Council
on Social Work Education or an equivalent degree.
(4) Doctoral degree in clinical or counseling psychology from an American Psychological Association
(APA) accredited university or professional school and a 1-year APA accredited clinical internship.
(2) Licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
(3) Must have engaged in two years full-time, postmasters supervised clinical experience.
