Job Summary

A new role of Vacant Homes Officer, under Housing for All – Pathway to Addressing Vacancy and Efficient Use of Existing Stock, will be established within the Community Development and Planning Services Directorate.

The Vacant Homes Officer will:

  • Play a crucial role in ensuring the provision of new homes from refurbishment and re-development initiatives and contribute to meeting the specific development plan housing supply targets
  • Be responsible for implementation of the Croí Cónaithe (Towns) Initiative.

2. Role, Duties & Responsibilities
  • Overseeing a coordinated approach to addressing vacancy and efficient use of existing stock through working closely with the multi-disciplinary technical team in the Local Authority.
  • Reporting to and working closely with the Town Regeneration Officer to support the implementation of Towns Centre First policy.
  • Leading out on Croí Cónaithe (Towns) Initiative focused on towns and villages (to support citizens to live in towns/villages by providing a grant to refurbish properties for residential use)
  • Actively promote/encourage uptake of various Department schemes such as:
  • Social Housing Capital Delivery Scheme e.g. Buy and Renew Scheme
  • Repair and Leasing Scheme
  • New programme for the Compulsory Purchase Order (CPO) of vacant properties for future residential use


  • Actively monitor and assess vacancy data locally including utilisation of CSO/GeoDirectory data, vacanthomes.ie etc, building local vacancy knowledge through site inspections, surveys, etc to sufficient detail, working with any emerging initiatives from the Department, to support development of associated targets for vacancy reduction, including specific urban areas and neighbourhoods.
  • Advisory role internally for local authority multi-disciplinary teams including staff from other Directorates to support the development and reuse of existing building for residential purposes.
  • Establish actions plans, including utilisation of Derelict Sites legislation, to address vacancy.
  • Liaise with key stakeholders externally to include members of the public, landlords, builders, developers, etc to assist, inform, provide details, and promote the utilisation of vacant property into residential use via the range of schemes available nationally.
  • Identifying registered owners of vacant properties and promote/encourage engagement in bringing their properties back into residential use.
  • Maintain records and prepare statistical returns to the Department of Housing, Local Government and Heritage.
  • Actively taking part in National Vacant Homes Officers Network and attendance at seminars/workshops, etc when required.
