VIstant is seeking a Program Analyst II in support of its client partner, the U.S. Agency for International Development (USAID). This position is in USAID’s Bureau for Development, Democracy, and Innovation, in the Innovation, Technology, and Research (ITR) Hub, which leads USAID in experimentation and innovation to transform development. The ITR Hub takes smart risks to test new ideas and partner with others to scale impact, bringing together diverse partners to transform how we save lives, reduce poverty, strengthen democratic governance, and help people progress beyond assistance. Working collaboratively with the Agency and external partners, ITR's mission is two-fold:
- To produce breakthrough development innovations by sourcing, testing, and scaling proven solutions that impact millions of people.
- To transform development by opening it to people everywhere with good ideas, promoting new and deepening existing partnerships, bringing data and evidence to bear, and harnessing scientific and technological advances.
Within the ITR Hub, the incumbent will specifically support the Research Division. The Research Division works to strengthen the capacity for scientific inquiry in USAID partner countries, increasing the creation and use of knowledge, research, and innovation and providing decision-makers with the best available, locally informed evidence to develop policies that can benefit and transform society.
The Program Analyst provides operational support to technical staff, performing a variety of complex and analytical duties. These duties range from routine tasks such as maintaining program files to more complex analytical-type tasks such as collecting, compiling, and analyzing financial and programmatic data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems.
The Program Analyst will work closely with the operations team to provide input on related technical and managerial issues. The program analyst will also work with the broader Division to assist in areas such as monitoring, evaluation, research, and learning (MERL) activities, budget formulation and execution, programmatic financial management, overall administrative support, and other duties.
Duties and Responsibilities
- Supports grants and contracts design, selection, and management for the organization.
- Assists technical and operations staff in the preparation of various program documents and correspondence such as memos and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, and requests, ensuring that all documentation is complete and in compliance with rules, regulations, and standards.
- Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, publications, and reports.
- Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, reports and documents, and technical staff and ensures that schedules and deadlines are met.
- Collects and makes arrangements for the distribution of material to USAID Missions, USAID/W offices, host country institutions, and cooperating agencies.
- Oversees and manages activities including timelines, reporting, modifications, invoices, and compliance.
- Maintains communication with persons and groups from both within and outside USAID, speaking for the agency on routine scheduling issues.
- Maintains/or provides assistance with administrative and financial tracking systems and assists in the design and maintenance of spreadsheets and databases to support these systems; and performs other duties as assigned.
- Supports the operations team in the formulation, tracking, and execution of the Division’s annual Operating Expense and Program Funding budgets, including preparing required documents, effectively tracking commitments and expenditures, and reporting.
- Prepares, justifies, and/or supports the budget; plans administers, and monitors expenditures to ensure cost-effective support of programs and policies.
- Works with the ITR and DDI Program Offices to respond to taskers, briefers, and other budget, and reporting requests.
- Researches, plans, analyzes, and organizes technical, monitoring, and evaluation data, and/or statistical information and supports the Division monitoring and evaluation team to develop and work with project teams and/or implementing partners to collect data for use in briefings, publications, programmatic evaluations, and reports.
- Provides assistance to technical staff and recipient organizations to ensure that invoices, financial and technical reports are prepared, submitted, and tracked as required; and
- Completes special projects as assigned.
Required Qualification, Education, and/or Experience
- Bachelor's degree and 5+ years relevant experience (or equivalent combination of education and experience); graduate degree preferred.
- Must be well-organized, experienced in multi-tasking situations, and highly motivated.
- Excellent written and communication skills and confidence in interfacing with government and non-government officials.
- Strong project management skills. Ability to manage various operational activities in support of one or more programs.
- Advanced ability to create, build, and sustain internal and external collaborations with multiple academic, corporate, and community partners.
- Requires proficiency in the use of Microsoft Office and/or Google Suite tools with an emphasis on advanced spreadsheet skills (including formulas), PowerPoint, Internet, and e-mail applications.
- Strong experience and interest in financial management, budgeting, and expenditure tracking preferred.
- Experience in the use of database applications and presentation software is desirable.

- Staff working on this effort must possess the ability to obtain a current “Secret” clearance.

- Requires collaboration with USAID DDI and other Operational Units.
